Learning gaps…
The overall results of the national assessments reveal the
following:
a. many early grade learners are struggling to meet the
learning standards in early language, literacy and
numeracy;
b. low achievement levels in English, Math, and Science
appear to be caused gaps in learners’ reading
comprehension; and
c. elementary and high school learners are still deficient
in literacy skills both in language and content areas,
more so in reading.

Understanding 3Bs…
Need for profiling of learners
Reading program must be researched-based
Grounded on the needs of the learners and shall develop
subsequent interventions for the learners
Equip learners with the appropriate reading skills
Capacitate the teachers to become effective reading
teachers no matter what subject they handle. Every
teacher in school is a reading teacher.
Institutionalize the reading program to establish
community partnership in reading and numeracy.

Need to strengthen the reading proficiency of every learner
and to nurture a culture of reading which is a requisite skill

When children are surrounded by and included increasingly complex
conversations, they:
• Expand their vocabulary
• Increase the complexity of the language structures they use
• Become language-risk takers
• Develop confidence in the way they communicate
• Clarify their thinking and deepen their understanding of
their world;
• And tune into the sounds of the standard language.
Phonological Awareness
•It
enables children identify and focus
on the sounds of letters.
Phonics
•Itinvolves recognizing the relationship
between letters and sounds.
•This approach teaches single letters and
common letters combination.
Vocabulary
•When children know the meaning of the
word, they are more likely to be able to
read it and make sense with it.
•Vocabulary development is both an
outcome of comprehension.
Fluency
•Fluentreading is the ability to make
reading sound like spoken language.
•It is a reading with:
•Appropriate phrasing
•Expression
•Pace
Comprehension
•Effective readers understand the purpose of
their reading and adjust their reading
behaviors (skim, scanning, or reading closely
for detail)
•They focus on relevant parts of the text to
distinguish important detail form the minor
detail.
