Introduction
• First Plane landed on 1949 at Gauchar, Kathmandu.
• The Gauchar was inaugurated and named as Tribhuwan Airport by
then King Mahendra in 1955.
• Royal Nepal Airlines started its domestic and international service
since1958.
• Nepal got ICAO membership in 1960.
• Nepal adopted a liberal sky policy in 1992.
• Nepal signed Bilateral Air Service Agreements and Memorandums of

EU banned Nepali Airlines to operate in Europe in December 2013 due to
lack of effective implementation of ICAO standards and recommended
practice.

Efforts to Ensure Aviation Safety
Civil Aviation Authority of Nepal (CAAN) is responsible to keep aviation
safety at an acceptable level.
In response on Significant Safety Concern, CAAN prepared and submitted
the roadmap acceptable to ICAO for the alleviation of SSC. This roadmap
has been updated and ICAO has been informed on all progresses made.
CAAN has prepared comprehensive corrective action plan in each
unsatisfactory protocol question and has established necessary procedures
and implemented the established procedures.

….Efforts to ensure aviation safety
Civil Aviation Regulation, 2002 was amended to address the deficiencies of
primary aviation legislation.
Nepal has issued Accident Investigation Regulations 2071 BS to keep pace
with latest amendments in Annex 13.
Relevant Civil Aviation Requirements like CARs, Personnel Licensing
Requirements, Flight Operations Requirements, and Nepalese Civil
Airworthiness Requirements were amended to align with latest ICAO SARPs.
Experienced and qualified flight operations experts were hired and trained.
Basic inspector course was conducted for 32 inspectors including flight
operations, aerodrome, ANS, CNS and airworthiness inspectors.

The new coming air operators were certified in accordance with the new
AOC certification manual fully complying ICAO provisions .

..... Efforts to ensure aviation safety
Human resource policy and training program for 2014-2018 have been
developed for the regulatory staffs and required budget has been
allocated.
The existing air operators were also re-recertified in accordance with the
new certification procedure.
Comprehensive surveillance program was developed and approved by
Director General for oversight of approved organizations.
Aviation Enforcement Manual was amended and enforcement actions
were taken in accordance with the provisions of manual.

Safety Oversight Facilitated Integrated Application (SOFIA) is under
implementation stage with support from EASA.

FUTURE PLAN
Construction of International Airport at Nijgarh, Bara.
Upgrading of TIA ongoing through ‘Air Transport Capacity Enhancement
Project’.
Construction of Regional Airport at Pokhara will be completed by 2020.
Upgrading of Gautam Buddha Airport, Bhairahawa will be completed by
2018.
Plan for development of at least one helipad in each VDCs and
Municipalities.

Remove the Nepali Air Carriers from blacklist from EU with installation of
appropriate safety measures.
