 What is City-State
Framework?

A concept of how cities (local governments) have an important role in responding to

developments and threats from globalization. The holistic approach presented can
contribute to increasing the order of cities (regions) in responding to the dynamics of
globalization and global threats and risks such as the Covid-19 epidemic.

Conclusion

The implementation of city-states framework is a solution to the threat of globalization

(infectious disease). This is based on economic, social and geographical aspects.
Implementation techniques that were initiated include improving the multilevel
governance by involving the coordination of the central and regional governments.
Then, the cooperation of the city network in order to bring up the problem mapping
innovation. Coupled with regional responsibilities as subnational actors who have the
ability to respond to the threat of globalization. Thus, the prediction of the outcome of
this idea is to establish the readiness of the state's policy response independently to
the city, whenever there is a phenomenon of the threat of globalization similar to
Covid-19 in the future.
