Aims of IEDSS:
• Enable all students with disabilities completing
eight years of elementary schooling an
opportunity to complete four years of
secondary schooling (classes IX to XII) in an
inclusive and enabling environment.
• Provide educational opportunities and facilities
to students with disabilities in the general
education system at secondary level.
• Support the training of general school teachers
to meet the needs of CwDs at the secondary
level.
OBJECTIVES OF IEDSS
• Every child with disability will be identified at
the secondary level and his/her educational
needs to be assessed.
• Every student in need of aids and appliances,
will be provided the same
• All architectural barriers in schools are
removed, so that students with disability have
access to classrooms, laboratories, libraries
and toilets in the school.
• Each student with disability will be supplied
learning material as per his/ her requirement

•All general school teachers at the secondary
level will be provided basic training to teach
students with disabilities within a period of
three to five years.
•Students with disabilities will have access to
support services like the appointment of
special educators, establishment of resource
rooms in every block.
•Model schools are set up in every state to
develop good replicable practices in inclusive
education.

• The scheme will cover all children of age


14+ passing out of elementary schools and
studying in secondary stage in
government, local body and Government
aided schools, with one or more disabilities
as defined under the PwD Act (1995) and
the National Trust Act (1999) in the age
group 14+ to 18+ (Classes IX to XII)

IMPLEMENTING AGENCY

The School Education Department of


State Government Administration acts
as implementation agency and 100 %
Central assistance is provided for all
items covered in the IEDSS scheme.

The prerogative to involve NGOs


having Experience in the field of
education of the disabled, in
implementing the scheme, completely
lies with the implementing agency.

The State Government is only required


to make provision for a scholarship of
Rs. 600 per disabled child per year.
IEDSS PROGRESS SO FAR

• RMSA has proposed to place Special Teachers


in the schools where CwSN are more than 5.
• The same was approved by the Go AP and also
the GoI in the year 2012.
• After AP state bifurcation also Finance Dept.
had issued GO on the same by allocating the
disability category wise number of Special
teachers (SAs) district wise based on the
2011-12 CwSN enrollment.

NGOs in IEDSS Activities

• 9/8 NGOS are claiming that they are covering


1226 CwSN by deploying 72 Special Educators
• NGOs are covering only 6 districts viz.,
Prakasam (2), Kurnool (2), East Godavari (1),
West Godavari (1), Krishna (2), Guntur (1)
• No monitoring has been made in the field
by our officials. They worked up to 23rd
April,2016 (AY :2015-16).
CONVERGENCE WITH SSA

• SSA & RMSA needs to work for CwSN up


to 18yrs
• Convergence needed with RBSK ,SSA and
Board of Intermediate Education for
organizing Medical Assessment camps at
erstwhile Block/CHNC/IERC level.
• For Therapeutic services like physiotherapy,
Speech therapy SSA is organizing weekly
once in every mandal /IERC.

• CwSN from classes 9th & 10th may also
attach to attend the same camps.
• If needed the frequency of visits of the
Professionals may increase.
• Admission must be given to Girls with
Special Needs in KGBVs by providing Special
Pay of Rs 400/- per month to the CRTs of
KGBVs concerned
• Stipend for girl students with disabilities
Rs200/- per month to be provided
As Responsible Persons (DEO, Dy.EO,
MEO, HM & Teachers) in the
Education Department/Govt.

We need to……
• facilitate to utilize their all entitlements as per
the Acts and provisions
• facilitate access in all schools (both Primary &
High schools) for CwSN
• provide appropriate aids & appliances in an
appropriate time
• facilitate to arrange entitled allowances to the
each CwSN
• create awareness among pupils and parents on
provisions & benefits provided by the
government to pursue their higher studies in
India/abroad

• facilitate appropriate training to the teachers in


proper manner
• encourage CwSN to retain in school by availing
exemptions/relaxations in public examinations to
avoid failures
• orient all the clientele groups every year as per
plan
• monitor all activities frequently at all levels and
report to the higher authorities to initiate action
accordingly
• Report the issues if any, to the DEO & CSE from

time to time to implement IEDSS activities in an


effective & impressive approach

• Development of Student profiles & Individualized

Education Plans (IEPs) to each child and it must

be updated regularly by the Teacher/Spl. Teacher

• monitor & document the performance of the


services provided by the professionals

• periodically observe the progress of CwSN in


school/class
• make class wise/school wise/mandal wise / district
wise and state wise success stories to motivate the
CwSN & their parents to attend school regularly.
• provide appropriate Vocational Training &
placement to the CwSN to lead independent life.
