THE E-ROGUES GALLERY
SYSTEM AS A TOOL IN
INVESTIGATION

The innovative use of e-Rogues


Gallery System will provide a quick
identification of a suspect wanted for a
crime with just a click of fingers at the
system and can be instantly accessed
by a police station in another locality.
Purpose of e-Rogues Gallery
System
 Provide a modern investigative tool and
techniques through the use of a
computer/web based recording system;
 Set the standard format of recording
personal data and mug shots;
 To unite and support the efforts of all law
enforcement units, agencies and the
community;

 Modernize the concept of Blotter,


warrant and rogues gallery system;
and
 Download and integrate the Facial
Composite or Computerized Facial
Composite Illustration System from
the Crime Lab.
HOW THE SYSTEM WORKS?
 The primary contents of the e-Rogues
are collection of MUG SHOTS of arrested
persons and WPs with WA for an
offense.
 These data shall be approved by the
Chief of Office for encoding/uploading.
 At the receiving end, users may search
and request for these data which may
subsequently be printed and reproduced.
Who can use the system?

The following are allowed to access the e-Rogues:


 DIDM (System Administrator);
 Other PNP Units (Designated Searcher Account)

 PROs (RIDMD Searcher Account);

 PPOs/CPOs (PIDMB Searcher Account); and

 Police Stations/CPS (Designated Encoder and


Searcher Accounts).
Data Access and Retrieval
 Data uploaded into the e-Rogues may be
accessed and retrieved by end-users as
long as they are registered into the
system.
 Users of the e-Rogues may be PNP
personnel who are duly authorized and
endorsed by their head of office/unit.
 To access the e-Rogues System log
on to www.pnp.gov.ph.
SUMMARY
During discussion, the students learned the
following:
The background/motivation of the e-
Rogues Gallery system;
The system as a tool in investigation; and
The procedures in encoding of details and
pictures of arrested persons.

NOTE: Uploading of Mug shots is done at the
Police Station
Mug Shot (or Booking
Photograph)- It is a photograph
of the suspect taken after one is
arrested. The purpose of the
mug shot is to allow law
enforcement agency to have a
photographic record of the
arrested individual to allow for
identification by victims and
investigators. The mug shot shall
be taken in four (4) manner,
front-view half body, left side
view half body, right side view
half body, front view whole
body.
Mug Shot Backdrop (MSB),
Standard PNP- A white
tarpauline measuring about
31/2 ft x 71/2 ft printed with
height measurement
indicated n feet and in meters
and superimposed with PNP
logos which shall be used as
the standard backdrop in the
taking of mug shots of
arrested suspects.
Mug Shot Identification
Board (MSIB), PNP- A board
made of ¼ plywood
measuring 13”x 6 with a
four (4) inch wooden
handle where the sheet of
white paper containing the
printed information on the
identity of the suspect will
be attached.
