Purpose of SSP
• Ship Security Plan means a plan developed to
ensure the application of measures on board the
ship designed to protect persons on board, cargo,
cargo transport units, ship's stores or the ship from
the risks of a security incident.
• Each ship must carry on board a Ship Security Plan
approved by the Administration.
• The Purpose of the Ship Security plan is to
document the procedures for Security Measures to
be taken and acts as a guidance to the SSO and CSO.

Contents of the SSP
• measures designed to prevent weapons,
dangerous substances and devices intended for
use against people, ships or ports and the
carriage of which is not authorized from being
taken on board the ship ;
• identification of the restricted areas and
measures for the prevention of unauthorized
access to them ;
• measures tor the prevention of unauthorized
access to the ship ;

• procedures for responding to security threats
or breaches of security,
• procedures for responding to any security
instructions Contracting Governments may
give at security level 3 ;
• procedures for evacuation
• duties of shipboard personnel assigned
security responsibilities and of other
shipboard personnel on security aspects ;

• procedures for auditing the security activities ;
• procedures for training, drills and exercises
associated with the plan ;
• procedures for interfacing with port facility
security activities ;
• procedures for the periodic review of the plan
and for updating ;
• procedures for reporting security incidents ;
• identification of the ship security officer ;

• identification of the CSO ,including with 24-hour
contact details ;
• procedures to ensure the inspection, testing ,
calibration and maintenance of any security
equipment provided on board, if any ;
• frequency for testing or calibration any security
equipment provided on board, if any ;
• identification of the locations where the ship
security alert system activation points are
provided

• procedures. instructions and guidance on the
use of the ship security alert system, including
the testing, activation, deactivation and
resetting and to limit false alerts
• May also include contacts details of
Contracting Government and Administrations
for dealing with Security Incidents or breach
of Security

Confidentiality issues
• Ship security plans are not subject to inspection by
officers duly authorized by a Contracting Government to
carry out control and compliance measures in accordance
with regulation XI-2 / 9, save in circumstances specified in
section 9.8.1 . of the ISPS Code.
• The Ship Security Plan is also is not subject to inspection
by Port State Control or by a Contracting Government
unless they have clear grounds to believe that the ship is
not compliance with the requirements of chapter XI-2 or
part A of this Code,

Confidentiality issues
• Nevertheless, the provisions in the plan
relating to section 9.2 subsections .2, .4, .5, .7,
.15, . 1 7 and .18 of this part of the ISPS Code
are considered as confidential information,
and cannot be subject to inspection unless
otherwise agreed by the Contracting
Governments concerned.

IMPLEMENTATION OF SSP
• Implementation of the Ship security Plan
is a shared responsibility of the CSO and
SSO ,with SSO being at the front line in
this endeavor.
• should be presented in such as way as to
not only ensure the understanding of the
process but to also leave no doubt as to
who is responsible for what.
• Both SSO and CSO must be clear on their
roles in the implementation of the plan.
