Step 4: Choose strategies and activities
and assign resources
IDENTIFY STRATEGIES
• A strategy is a broad approach to facilitating change. Choose strategies
according to the results they are intended to create, or the typical
activities they might include.
• For instance, the Ottawa Charter for Health Promotion identifies five
types of strategies: 1) build healthy public policy; 2) create supportive
environments; 3) strengthen community action; 4) develop personal skills;
and 5) reorient health services. A program can include one or more
strategies. Each strategy contains one or more activities.

Step 5: Develop indicators
• A program also needs indicators to be
measurable – that means reliable, valid, and
accessible. It is important to identify: what you
will measure, where the data are available and
any limitations on accessibility (e.g., frequency
of information collection).
• Indicators can be short-, medium- or long-term,
consistent with the objectives they measure.
Step 5: Develop indicators
• A program also needs indicators to be

• Tujuan: Meningkatkan SDM di RS A Tahun 2018
• Sasaran:
– Meningkatkan jumlah SDM di RS A 20% dari
sekarang pada Tahun 2018
– Meningkatkan kinerja SDM 90% di RS A pada Tahun
2018
Contoh
• Strategi: Perekrutan tenaga dokter spesialis
– Kegiatan: Melakukan Job Analisis
– Indikator: 5 Dokter baru yang terseleksi dalam
rekrutmen
