How does Zaheer’s context (his organizational culture, structure and societal systems, power dynamics, inter
departmental coordination and locus of control, organizational independence and interdependence) effect his
individual adaptation to a challenging situation?

Ministry of External Affairs/ Govt organisation structure is a functional one. This is also refereed to as a
bureaucratic org structure and breaks up a company based on the specialization of its workforce.

communication and solving conflicts – Hofstede’s Onion model
Interdependency among Organizational Entities

What is the level of workflow interdependence among departments? Was it an optimal state? What would be the
ideal state. How can Zaheer as a leader influence his organizational structure and systems to enable future leaders
be more effective in handling such situations?

• No clear policies and procedures – No well defined plan in BIT wrt to crisis situations

• Mutual Communication – Zaheer should have discussed the issue his Team

• Voluntary Cooperation – None as the problem started in 2011

• Lack of Framework
