Purpose

One of the instruments
To ensure in ensuring that FAB

accountability in all legitimate services from

General Provisions

Service contractors who transact Banks which have internal
within the FAB on an occasional arrangements with FAB

These entities need to coordinate with the FAB Enterprise


and request for a letter confirming that they are indeed the
payment collectors for the services rendered and/or goods
purchased.

The letter shall include the ff:


 Nature of Collection and Goods to be delivered
 Name of the Collector and/or the Person delivering the
goods
 Company Personnel or Department to deal with

For third party collectors, they need to provide an


endorsement from the company providing
services/delivering goods to the any of the FAB
Enterprise.
Suppliers/Collectors that transacted with the FAB Enterprises
on an occasional basis is not required to acquire special
permit, provided that said transaction shall not exceed four
times within the given calendar year.
Suppliers and/or collectors shall inform the AFAB through a
letter from the FAB Enterprise endorsing their entry/visit. The
FAB Enterprise may however, inform the AFAB of such
suppliers’/collectors’ entry/visit. The said information may be
in the form of a letter or an electronic mail.

Once they have been properly endorsed, the FED-RD will


give the supplier a one day only pass.
 
Special Permit to Deliver and Collect may however be issued
to a company delivering goods and collecting payments
thereof to any FAB Enterprises.
Operations

The Special Permit issued by the AFAB


shall be presented at the gate every time of
delivery of goods and/or collection of
payments. Products contained in the
delivery vehicles shall be in line with the
products for which the permit was issued
and shall be inspected by FAB Enterprise
Department- Enterprise Assistance Division
before entering the zone.
Fines and Penalties for Violation
Operating without Special Permit
01 First Offense
Php. 2,500.00 with an Order to apply for special permit

Second Offense
If the supplier/collector already delivered the goods without the necessary permit, said supplier/collector shall
be held liable to pay the amount of Php. 5,000.00.

Shall not be allowed to transact business with any of the FAB Enterprises until such time that a Special
Permit shall be duly secured or issued.

In case of misrepresentation in the submission of documents for a Special

Other Matters
Renewal of Registration and Mandatory
Reports
All Certificate of Registration issued by the
AFAB shall be valid until the 31st day of
December of the given year. All FAB
Registered Enterprises are required to file for
renewal before the expiration date for the
application not to be considered as late.
Receiving of application for renewal starts at
the first day of October.
