BRIEF OUTLINE OF THE PROJECT
AIMS & OBJECTIVE

 Upgrade the skill base by providing training.


 Shift from partial employment to full
employment
Reduce their dependence on Mahatma Gandhi
NREGS.
 To improve livelihoods.
TARGET BENEFICIARIES

 Mahatma Gandhi NREGA household completed 100 days work – Previous


FY
 One adult member (age 18-45 yrs.)
 Qualification - NSQF
 UNNATI is applicable nationwide.
Project outline

 Skilling for wage employment – DDU-GKY

 Skilling for self-Employment - RSETIs or KVKs.

 The candidate to avail only one training

 Ranking of households as per Para 5 of Schedule-I.

 Counselling and mobilization – Kaushal Panjee App.


Project Target & Tenure

2 lakhs beneficiaries to be skilled in 3 years


 Year wise break up of Training to be imparted:

Payment of Stipend
Stipend for duration of training (max. 100 days) @ State wage rate

Stipend to paid every fortnight.

Expenditure towards stipend (wage loss compensation) will entirely be borne


by Central Government.

Household will continue to be eligible for 100 days work.


Payment of Stipend
 Training agencies will provide attendance to SRLMs.

 SRLM will submit the attendance every 15 days.

 Web based MIS created for attendance and other activities.

 The PO on receipt of attendance, will credit the stipend into the account of
the candidate.
ROLE OF VARIOUS AGENCIES
Role of MGNREGA Division

• Release of funds for trainees’ stipend


• Funds under Material Head – Separate
budget head to be created

• Joint monitoring of the progress with


other stakeholders

• Development of e-module to capture


every activity under the project
Role of State Mahatma Gandhi NREGA Commissioner

• Ensure timely release of stipend to the candidates

• Open separate account for this project

• Ensure submission of UC for release of funds for 2nd installment

• Jointly review the progress of the project with SRLM/SNSM


Role of Field Functionaries of Mahatma Gandhi NREGA
• PO/BDO to provide wider publicity through IEC activities to the project
among beneficiaries

• Display list of selected candidates at GP, BDO and Mahatma Gandhi


NREGA Program Office at Block Level

• Making payment for stipend, generating FTOs under Material head fund
Role of Rural Skill Division, MoRD
• Act as the coordinating agency for DDU-GKY, RSETI and KVK
• Consult States, RSETIs and KVKs for preparation of training plan
• Obtain necessary documents from States along with budgetary
requirements

• Allow PIAs with help of CRP and SHG members of NRLM to mobilize
across State for selection of eligible workers

• Ensure mobilisation of the candidates

• Obtain State-wise training target through SRLM


Role of Rural Skill Division, MoRD
• Set annual target for States and agencies in consultation with
stakeholders
• Provide state-wise estimated expenditure towards stipend to Mahatma
Gandhi NREGA Division
• Factor training requirement of the project in its annual action plan

• Issue appropriate instructions to SRLMs/SNSM for coordinating and


implementing this project

• Share record of training completion and subsequent placements in


jobs/settlement with Mahatma Gandhi NREGA Division
Role of SRLM/SNSM
• Register willing candidates on Kaushal Panjee app

• Mobilise, counsel, register and follow-up with the candidates in


consultation of State Mahatma Gandhi NREGA Commissioner Office

• Prepare list of willing and able candidates for training through


PIAs/RSETI/KVK

• Forward list of eligible candidates as per norms to PIAs/RSETI/KVKs for


training commencement

• Monitor progress of trainings


Role of SRLM/SNSM
• Ensure that PIAs/RSETI/KVKs maintain attendance of all eligible
candidates

• Enter details of attendance of the candidates undergoing training from


DDU-GKY, RSETI and KVK in to a web based MIS

• Record on web portal, the completion of training and subsequent


placements in jobs/settlement

• Ensure regular uploading of attendance on web portal


Role of NRLM

Issue appropriate communication in consultation with Rural Skill


Division of MoRD on:

1. Mobilisation
2. Counselling
3. Registration
4. Follow-up with the candidates

Fund flow and fund requirement

Fund requirement for the project for 3 years Rs.307.34 crore

 Fund flow : in advance to the States

 Separate bank accounts in each State - PFMS


Fund flow and fund requirement
 Requirements of fund towards stipend will be made available under
specific heads of material head.

 Stipend funds will be released in two equal instalments

 The trainee will be paid stipend by the PO/BDO by generating FTOs.


Monitoring and Evaluation
 Mahatma Gandhi NREGA Division will jointly monitor the progress with Skill Division
on quarterly basis.

 Skill division to monitor on monthly basis.

 State Mahatma Gandhi NREGA Commissioner shall jointly review the progress of the
project with SRLM/SNSM on quarterly basis.

 The mid-term independent evaluation will be done through reputed agency.

 Selected PIAs to be audited by internal audit team.
