Command and Control

The exercise of authority and direction by a


designated commander over assigned forces in
accomplishment of mission.
Command and Control functions are performed:
• by a commander in planning, directing, coordinating, and
controlling forces in the accomplishment of the mission
• through an arrangement of personnel, equipment,
communications, facilities, and procedures employed.

United Nations Operational Authority (OPA)

The authority transferred by the nations to the UN to use


the operational capabilities of their national military or police
units/personnel to undertake mandated missions and tasks.

• A Specific mandate
• An agreed period of time
• Specific geographic area

Does not include responsibility for certain personnel matters of individual


member (pay, allowance, promotions, discipline)

When TCCs units, contingents or UNMO


come under the control of a UN
designated commander – under an
operational authority

UN Operational Control (OPCON) - Military

The authority granted to a Military Commander (HOMC) to


direct forces assigned.
• To accomplish specific missions or tasks which are usually
limited by function, time, or location.
• Retain or assign Tactical Command or Control
• Authority to assign separate tasks to sub units of a
contingent, as the operational necessities require, within the
mission area of responsibility. (in consultation with the
Contingent Commander and as approved by the UNHQ.)

UN Operational Control (OPCON) - Police

The Head of Police Component (HOPC) exercises operational


control over personnel of the police component of PKO.
To assign separate tasks to all individual personnel, unints and
sub-units within the police component in AOR.
The HOPC may delegate such responsibility to the appropriate
subordinate levels.

United Nations Tactical Command (TACOM)

Commader’s authority to assign tasks to forces


under their command for the accomplishment of
the mission assigned by higher authority.

United Nations Tactical Control (TACON)

Detailed and local direction and control of


movement, or maneuver, necessary to
accomplish missions or tasks assigned. 1

Administrative Control (ADCON)

The authority over subordinate or other


organizations within national contingents for
administrative matters such as personnel
management, supply, services and other
non-operational missions of the subordinate
or other organizations. Administrative
Control is a national responsibility given to
the National Contingent Commander (NCC)
in peacekeeping operations.

Tasking Authority (TA)

The authority vested in specified senior appointments
