Responsibilities of Mission
Support Centre (MSC)
• Provide Senior Mission Management with all relevant
and timely information and reports on logistics matters
• Plan, coordinate, execute, monitor and report on all
logistics tasks as per the priorities set by the senior
mission management
• Act as the focal point for all logistics requests from all
mission components and other UN and non-UN entities.
• Work closely with the JOC (Joint Operational Centre)

Organization of MSC
• MSC (Mission Support Centre) are jointly staffed by
military, police and civilian officers
• In addition logistics staff from the advance and/or rear
parties of the military contingents may be deployed to
the MSC to coordinate deployment and repatriation of
the contingents.

Command and Control (C2)


UN Policy on Authority, Command and Control, 2008, para 74 & 75:

On behalf of DMS, the different offices exercises tasking authority over all

assigned uniformed personnel and enabling units comprising medical, signal,

logistics, construction engineers (except combat / field engineers),

transportation and movement units, including military transport helicopters

within the mission.

The HOMC shall exercise tasking authority over combat support units

comprising combat aviation (attack/armed and observation helicopters), and

Letter of Assist (LOA)


• Contractual document for procurement of services
on behalf of UN
• UN provides from the TCC or the TCC will provide
services direct to the mission
• Details on reimbursement
• Items/services not covered by MOU
• A TCC contributes aircraft/vessel
• A TCC deployment/redeployment personnel &
equipment.

Self-sustainment (SS)
Self-sustainment is defined as logistics support for
contingents in a peacekeeping mission area whereby the
TCC provides some or all categories of logistics support to
the contingent on a reimbursable basis.

A contingent may be self-sufficient for various categories,


depending on the ability of the UN to provide the necessary
support and the contingent’s own capabilities.
