85299090, 85049090,84733099, 85229000 etc.

• The Several PCBA are not classified as parts of respective equipment e.g.
consumer electronics, medical electronics and hence the import data of
PCBA is not explicit.
• The import export data for such categories are placed at annex.
However the percentage of PCBA in total is not clear.

Concerns
• PCB /PCBA are one of the items having major imports .
• PCB has been included in the list of 371 items identified by Dept of Commerce for imposition
or TR.
• Since it is basic building block for every electronic item, ensuring its safety is utmost important.
• The most common hazard by substandard PCB is fire hazard.
• Earlier, ( October, 2019) MeitY had consulted industry for imposition of TR on bare PCB.
Industry has opposed the move indicating that it would create inverted kind of regulation
wherein the bare PCB are regulated but populated PCBs are not regulated.
• The Hon’ble CIM has desired to impose import licensing measure on PCBAs. However, the
industry opposed the move.
• The Department of Commerce has suggested to impose horizontal regulation on PCB and
PCBAs wherein all types of PCB/ and PCBA would be included in the regulation.
Proposal
• Inclusion of PCB and PCBA under the schedule of “Electronics and
Information technology Goods(requirement of Compulsory
Registration) Order, 2012” for compliance of IS/IEC 60695: 2013 Part
11 section 10 ( Fire Hazard testing).
• This will applicable for each PCB /PCBA independently
manufactured /imported.
