Programme (CETP) of IEA


United Nations Sustainable Development Goals, and
specifically SDG7 “Affordable and Clean Energy”, provide a
coherent and accountable framework towards which
countries can focus their efforts.

Questions to be answered:
1. How to ensure energy equity?
2. How to improve energy security?
3. How to encourage environmental sustainability?

Context
• Thirteen members of IEA joined together to launch CETP on 07.11.2017.
• To support and help accelerate global energy transitions in major emerging economies.
• Providing cutting-edge technical support to governments.
• Aiming for reductions in GHG emissions (Paris Agreement/NDCs), enhancing energy
access and reducing air pollution.
• Fund pledged to the tune of €32 million
• Substantive activities under the program are:
1. Data & statistics
2. Energy efficiency
3. Electricity
4. Policy advice guidance and modelling
5. Sectoral work
6. Innovation

Solution
• India has setup a target of 175GW renewable energy capacity by 2022, which will
help to meet its NDC commitment to have 40% of total capacity to be non-fossil
by 2030.
• The target is supported by implementation measures such as land designated for
solar development and renewable purchase obligations.
• Indian NDC also includes the target of reducing emissions intensity of GDP by 30-
35% of 2005 levels by 2030.
• India has a enacted Energy Conservation Act (amended in 2010), and a
comprehensive portfolio of policies and programmes:
• Perform, Achieve and Trade (PAT) scheme,
• Standards and labelling programme,
• Revised Energy Conservation Buildings Code for commercial buildings
• Newly launched Energy Conservation Buildings Code for residential buildings.

• India has also shown strong engagement under MI and is seeking to double
governmental and/or state-directed clean energy RD&D (Research, development and
demonstration) investments over five years.

CETP initiatives in India:


1. Data & statistics: CETP/IEA is working closely with various ministries involved with
energy in India to improve energy data under a joint initiative with NITI Aayog.
This is aimed at identifying the energy data gaps through insights collected from all
the stakeholders involved in energy data management to make short-term and longer-
term recommendations to bridge such gaps.

2. Energy efficiency: Joint learning and knowledge exchanges on energy efficiency for
state and local governments and space cooling in close collaboration with BEE.

3. Electricity: CETP has been focused on addressing the challenges of integrating variable
renewables in power systems in India and to assess clean energy investment trends.
4. Policy advice and modelling: CETP contributed to the analysis of Indian Policies and
provided inputs and perspectives on India’s power sector policies and programmes.
5. Sectoral work: CETP helped in review and finalization of India’s National cooling Action
Plan (NCAP) to promote energy-efficient cooling in India – as cooling could become the
largest contributor to future growth in electricity demand and peak load.
6. Innovation: CETP/IEA is supporting the Indian government in delivering its low-carbon
energy technology innovation objectives, especially MI commitments, through: i)
improved R&D data; ii) improved understanding of the elements of the national energy
innovation systems and policy options; and iii) enhanced multilateral collaboration
through innovation partnerships.

Challenges ahead
Following pressing challenges still need to be addressed:
• Integration of renewables into the power sector,
• Ensuring Grid stability
• Flexible generation
• Demand side management
• Improving the financial health of the power distribution sector,
• Mobilising finance for clean energy investments and energy efficiency,
• Implementation of Emission Trading scheme(ETS)
• Adoption of CCU/CCUS in the Indian Power Sector
