ACCEPTANCE OF PARENTS AND THE IMPACT OF


USING MODULAR LEARNING AS ALTERNATIVE
DELIVERY MODE OF INSTRUCTION IN THE NEW
NORMAL FOR SY 2020-2021

Rationale/Background of the Study
 With the outbreak of the novel Corona Virus started in Wu
Han, China in December 2019 that easily spread over 70
countries across the globe, the world today is
experiencing and suffering from the harmful effects of
this pandemic Corona Virus popularly called COVID 19
(World Health Organization, 2020).
 This worsening situation consequently led to lockdown for
some countries who could support their citizens while
called community quarantine in developing countries like
the Philippines, which government fund for disasters and
other human induce hazards, health, and medical
facilities are not enough to suffice the needs of its people.
Rationale/Background of the Study
 In the Philippines, in the light of the outbreak of the Coronavirus
Disease 2019 (COVID-19) and in response to growing concerns on
the same, President Rodrigo Duterte issued a Memorandum on 13
March 2020 imposing stringent social distancing measures in the
National Capital Region (NCR), effectively placing the NCR on
community quarantine (Anuncio & Zuñiega, 2020).
 On 16 March 2020, President Duterte issued another
Memorandum placing the entire Luzon under an enhanced
community quarantine (ECQ). The ECQ ordered the cessation of
operations of all private establishments, except those rendering
basic and essential services and other establishments expressly
exempted, as a measure to prevent the further spread of COVID-
19.
Rationale/Background of the Study
 This resulted to a worse situation in which many workers have
lost their source of income, temporarily or permanently, or
otherwise suffered a reduced income. To this effect, a lot of
establishments and industries were ordered to s temporary
closed its operations and to arrange a flexible work arrangement.
 This pandemic COVID 19, is not felt by the employers,
employees, and staff of the establishments and industries. This is
also felt by the educational institutions, universities, colleges,
public and private schools, teachers, students, and pupils. In
fact, there is a global lockdown of education institution,
interruptions in students’ learning, disruption in internal
assessment, and the cancellation of public assessment for
qualification or their replacement by an inferior alternative.
Rationale/Background of the Study
 The situation in the schools in all levels is not exempted, hence the
country is one of the 70 countries with COVID19 related cases. To
this effect, the Committee on Higher Education and the Department
of Education have implemented the decision for the suspension of
classes at all levels both public and private in the National Capital
Region on March 10 which had exceed due to extended community
quarantine until April 20, 2020.
 With this the DepEd officials in the field, at the regions, divisions,
and schools, are directed to facilitate the communication of teachers
with the students and their parents, to provide the necessary
assignments to continue the process of learning of the required
competencies. Further guidelines and directives for the orderly and
effective implementation of this decision are issued as needed.
 .
Rationale/Background of the Study
 Nevertheless, learning must continue. The Department of
Education created a portal to assist the teachers and
learners amid COVID-19 situation through DepEd Commons
and Open Education Resources (OER). Apparently, not
every learner has internet connectivity to access the
portals and has strong internet signal to clearly log in the
portal.
 Recently, DepEd Secretary Briones announced that
possible adjustments to the opening of classes for School
Year (SY) 2020-2021 will depend on the status of public
health or upon the advised of the authorities. This
situation is very alarming, however, learning must go on.
Rationale/Background of the Study
 In today’s situation, the Department of Education
announced that the opening of classes shall be on August
24 in all public senior high schools, junior high school, and
elementary.
 Meanwhile, the private secondary and elementary school
may opted to start the earlier than August 24 but not later
than the said date without definite face to face classes.
 The DepEd announced the used of different alternative
learning modalities such as: distance learning (module
based, online, rabio-based instruction) and virtual classes
via any accessible platforms like Google Class, Zoom and
others.
Rationale/Background of the Study
 The dilemma is now the use of distance learning. On
separate news reports, parents questioned how online
school will be better, where is will just fall and still be
burden on parents (The Wall Street Journal, 2020); a
distance learning will be a looming crisis for students with
special needs (Rappler, 2020); and teachers will be facing
hazards and risk in doing remote enrolment as effects of
COVID 19 (Rappler, 2020).
 In the recently State of the Nation Address (SONA) of Pres.
Duterte, he said that there will be no face to face classes
until vaccine is available tentatively on September but
will start on January 2021 for limited classes only.
Rationale/Background of the Study
 Meanwhile, DepEd Secretary Leonor Magtolis Briones
announced that public schools will be using kind of distance
learning, in particular the modular learning, hence, the
DepEd understands the constrains of the using online classes
due to different reasons: accessibility of strong and stable
internet connection, gadgets (eg. laptop and
cellularphones), and power interruptions.
 The Schools Division of Marinduque (SDO) will be using the
module based learning instruction as its chosen alternative
delivery modality. In addition, asynchronous delivery will be
utilized also to follow up lessons delivered through learning
module through text messages, chat, and phone call.
Rationale/Background of the Study
 In fact, the Department of Education had already
conducted its pilot testing in selected schools in the
Schools Division of Marinduque namely: Sibuyao NHS (for
High School), Maniwaya NHS (for Elementary) and Don Luis
Hidalgo Memorial School for Kindergaten.
 This coming August 3-7, the SDO will launch the dry run in
all public secondary and elementary schools. This is done
to find out the pros and cons for necessary adjustment
before its actual implementation on August 24 of this
school year.
Rationale/Background of the Study
 In this regard, this research will high time to conduct, to
find out the impact of learning module as alternative
delivery mode of instruction in the new normal in the lives
of the parents, learners, and teachers amidst the
pandemic COVID 19.
Statement of the Problem
 1. What is the level of readiness of the elementary
teachers in Torrijos District in using learning module as
alternative delivery mode of instruction in the new normal
for SY 2020-2021?
 2. What is the level of acceptance of parents as learning
buddy of their children in using learning module as
alternative delivery mode of instruction in the new normal
SY 2020-2021?
 3. What are the problems encountered by the teachers and
the parents in using learning module as alternative
delivery mode of instruction in the new normal SY 2020-
2021?

 5. What are the suggestions of the parents and teachers
