Gender Impact
Assesment
Objectives:
At the end of the session, the participants should
be able to:

1. Assess the effectiveness of mechanisms of


GAD-related PPAs if needs and interests of
both men and women are taken into
consideration;
2. Gain functional and operational
understanding of gender equality/
responsiveness/ parity; and
3. Prepare gender responsive PPAs.
Overview:
Gender mainstreaming in education should
take into consideration the indicators which
contribute in the development of gender
responsive PPAs. Policies must be stated and
expressed clearly. People engaged in GAD must
be knowledgeable enough to properly conduct
gender equal programs. There must be clear
understanding of the systems , roles, information
and resources. Therefore, at programs, activities,
and projects must always benefit boys/men and
girls/women equally.

Abstraction
 Gender equality in education would imply that girls and boys
are ensured and actually offered the same chances and
treatment in access, process and outcome of an education of
good quality and which is free from any sex-role stereotyping and
sexist concepts.
 Gender Impact Assessment:
A. helps decision makers to create policies that incorporate
gender perspective based on the needs, behaviors and
characteristics of the target beneficiaries either women or men.
B. likewise, it gives policymakers clear method on how to assess or
evaluate whether policies or programs and projects deliver equal
opportunities.
C. It also questions the assumption or the belief that all polices or
programs always benefit women and men equally.
Philippine Commission on Women defined Gender and
Development as the development perspective and process that is
participatory and empowering, equitable, sustainable, free from
violence, respectful of human rights, supportive of self-
determination and actualization of human potentials.

Mainstreaming a gender perspective is the process of assessing


the implications for women and men of any planned action,
including legislation, policies or programs, in any area and at all
levels. It is a strategy for making the concerns and experiences
of women as well as of men an integral part of the design,
implementation, monitoring and evaluation of policies and
programs in all political, economic and societal spheres, so that
women and men benefit equally, and inequality is not
perpetuated. The ultimate goal of mainstreaming is to achieve
gender equality.
