Introduction

Homelessness
 Simply, we understand homelessness means not having home or roof
 Because there is no internationally agreed definition for homelessness,
Australian Bureau of Statistics (ABS) defines homelessness as when an
individual doesn’t have access to safe secure adequate housing, they are
considered homeless if their present living arrangement

is in a dwelling that is insufficient


no security of tenure
doesn’t permit them to have control of, and access to space for social relations’
(ABS 2012)

• According to Australian Bureau of
Statistics (ABS), 102439 and 116427
people experience homelessness in 2011
and 2016 census respectively.
• As per Paul Jelfs from ABS, the number of
women (over 65) homeless is significant

• As per Oxfam around 20 million people a
year are forced to leave their homes due
to climate change
•  Government has placed 223 people
experiencing homelessness into
emergency accommodation due to COVID-
19 in Adelaide
• Is increasing due to wildfire caused all
over Australia
• Will be increasing due to the corona
pandemic.

 Overcrowded accommodation were the
“invisible homeless”.
 People are sleeping in cars, couches, have
uncertain tenure in housing centers and are
quadrupled up in severe overcrowded
houses.
 People aged between 20 to 30 made up a
quarter of all homeless

 The law would require the government to
follow a three stage process:
i. Help to prevent
ii. Help to secure
iii. Duty to secure
 It has been implemented overseas and
helped 80 % of “priority “ homeless people
find accommodation.
 New analysis shows Australian government
funding for homelessness is dropping in real
terms.

 A series of violent brawls outside the Tranby
Centre, a homelessness support service in
Northbridge in Central Perth.
 Support service had been funded for 80
people by the Department of Communities
but 280 people a day had been coming
