Bases for Public Policy
Objectives:
 To be able to know the

Public Policy-Making Process.

PUBLIC
POLICY
 A relatively stable, purposive course of action or
inaction followed by an actor or set of actors in
dealing with a problem or a matter of concern. –
J. Anderson, 2011

 A means by which the government maintains


order or address the needs of its citizens through
actions defined by its constitution.
Aims of PUBLIC
POLICY
 Reconcile conflicting claims for scarce
resources;
 Encourage or foster cooperation that would
probably not occur without the government
influence or encouragement;
 Prohibit morally unacceptable behavior;
 Protects the rights of individuals;
 Provide direct benefits to citizens;
The LEGISLATIVE BRANCH
 is authorized to make laws, alter, and repeal
them through the power vested in the
Philippine Congress.

Function of the PHILIPPINE
CONGRESS
 Congress is responsible for making enabling
laws to make sure the spirit of the constitution
is upheld in the country and, at times, amend
or change the constitution itself.
 In order to craft laws, the legislative body
comes out with two main documents (Types of
Legislation): bills and resolutions.
Bills are laws in the making. They pass
into law when they are approved by both
houses and the President of the
Philippines.

- Vast majority of legislative proposals-


recommendations, dealing with the economy,
increasing penalties for certain crimes, regulation
on commerce and trade, etc. are drafted in the
form of bills.
 A bill is proposed legislation under
consideration by a legislature.
 Once a bill has been enacted into law, it
is called an act of the legislature, or a
statute.
 A bill does not become law until it is
passed by the legislature and, in most
cases, approved by the executive.
How a Bill becomes a Law?
 When passed by both chambers and signed by the
President;
 A bill may become a law, even without the President's
signature, if the President does not sign a bill within 30
days from receipt in his office.

 A bill may also become a law without the President's


signature if Congress overrides a presidential veto by
two-thirds vote.
