BACKGROUND

• The 2018 ICT survey on access and usage of ICTs by households and
individuals in Zambia was conducted by the Zambia Information and
Communications Technology Authority (ZICTA) in collaboration with the
Central Statistical Office (CSO) and the Ministry of Transport and
Communications in October/November 2018 with financial support from
SIDA.

• This is the third ICT Survey undertaken by the organizations primarily


aimed at measuring progress in access and usage of ICTs by households
and individuals in Zambia.

• The first ICT Survey, conducted in 2013, provided a useful baseline of the
breadth and depth of access and usage of ICTs among households and
individuals in the Zambia.

OBJECTIVES

• Establish the level of access and usage of diverse ICT services and products
in Zambia including the perceptions on quality of service and affordability;

• Examine the extent of online risks, incidents and mitigation measures


among households and individuals;

• Assess the extent of access and usage of digital financial services in Zambia;

• Evaluate the gender dimensions related to access sand usage of ICTs in


Zambia;

• Identify the volume of e-waste generated by households and individuals


and the behavioural aspects of e-waste generation among households and
individuals; and

• Provide recommendations related to increasing access and usage of ICTs in


the country.

SCOPE

• In conducting the survey, ZICTA together with its collaborating partners


followed international guidelines and methodologies, developed by
International bodies mainly:

 The core ICT Indicators, developed by the International


Telecommunication Union;
 The 2014 Manual for Measuring ICT Access and Use by Households
and Individuals, developed by the International Telecommunication
Union; and

• Scope was also motivated by development goals set in the SDGs and the
7NDP

• The survey was carried out in all the ten provinces of the country covering
both rural and urban areas.

SURVEY METHODOLOGY

• The survey targeted both households and individuals;

• Only individuals present at the time of the survey who were 10 years and older at their

last birthday were enumerated;

• The survey was nationwide and spanned all 10 Provinces;

• Sample size allows for estimation at National, Regional and provincial estimates, also

allows analysis by sub-groupings of the target population;

• Stratified two-stage cluster sampling used to achieve the desired nationally and

regionally representative sample of 246 enumeration areas (EAs) or Primary Sampling

Units (PSUs).

• Listing was a critical element in survey, to locate all members of target population and ensuring all
have equal chance of selection and to achieve adequate coverage

• 25 households selected using systematic random sampling - 6,150 households and about 30,750
individuals, assuming average household size of 5.

• Response rates of 99.9% for households

• Weighted analysis of sample survey results was needed in order for the survey estimates to be
representative at national provincial, rural and urban domain levels.

• Two data collection instruments used were: listing form, digitized household questionnaire. Both
were administered via face-to-face interviews with respondents.

 Overall, there was significant progress observed in the uptake of various ICT
products and services considered.

 Slow Growth observed in household Ownership of computers and low


proficiency in skills.

 Regional imbalances as well as provincial imbalances were prominent across all


ICT products and services. Minimal Gender divide exists in access and Usage.

 Reported challenges with internet speeds, voice clarity on mobile voice services,
intermittent network outages and dropped calls.

 For the excluded, the barriers to the uptake of ICTs included knowledge and
awareness on how to use the services, cost of the devices and services as well as
the lack of network coverage.

 The main incidents for online risks were related to fake news and exposure to
pornography which were even more extensive on social media platforms.

 E-wallets were noted to be the most extensive form of financial accounts held
by individuals.

 The challenges mainly related to system failure or persistent down times,


inadequate pay points, insufficient float by agents as well as delayed
transmission of funds.

 Low levels of awareness on safe methods of disposal for E- Waste.

 mobile phones were among the most prominent sources of


electrical/electronic waste in the country.
