• Jharkhand State Forest Development Corporation is the agency for
collection and trade of Kendu Leaves in the State as well as purchase
and sale of timber of specified forest produce species.
• Jharkhand State Kendu Leaf Policy 2015 has been notified –

a) To make the collection and sale of Kendu Leaves transparent,

competitive, participative and more income generating.

b) To protect interest of primary Kendu Leaf collectors by payment of

collection wages as decided by state government through bank account.

c) Sharing substantial part of net profit out of Kendu Leaf sale proceeds
with primary collectors and Kendu Leaf committees.

d) To minimize the role of contractors in Kendu Leaf trade.

 Policy Interventions
 Sale of Timber through E-Auction from year 2018.
 Advance sale of Kendu Leaves through E-Tendering from year 2016.

 Formation of primary Kendu Leaf collectors societies registered under the

Society Registration Act, 1860, covering all the 300 lots of Kendu Leaves (686
units), 221 such societies were formed in the entire state.
 Societies were given the responsibility of collection and payment of collection
price to the primary collectors as per the rate decided by the state government
for that year.
 Ploughing back of net profit from the sale of Kendu Leaves by JSFDC to
primary collectors and societies in following ratio -

a) As incentive to Primary collectors - 60%

b) Primary collector's societies for developmental activities - 20% ,
c) JSFDC - 20%
• Amount of incentive is to be paid through bank accounts of primary collectors
and societies
