A CRISIS CENTER FOR ABUSED WOMEN,


CHILDREN NEEDING SPECIAL PROTECTION AND
CHILDREN IN CONFLICT WITH THE LAW (CICL)
VISION
Women and children are aware of their rights,
protected and empowered, living in a safe and
gender- fair environment.
MISSION
The center commits to provide a nurturing haven
and care to Abused Women, Children Needing
Special Protection and Children in Conflict with the
Law through comprehensive and integrated support
services.
GOAL
Strengthen the client’s capacity for self- direction
through protective and rehabilitative services in
collaboration with Stakeholders.
OBJECTIVES
– GENERAL OBJECTIVES
To provide temporary shelter and restorative services to
abused women, children needing special protection and
children in conflict with the law, to prevent them from further
exposure to unfavorable circumstances such as: exploitation,
abuse, neglect and displacement in order to strengthen their
coping capacity and resiliency and while undergoing case
litigation in court.

1. To enable these women and children restore their normal
functioning towards family reunification and community
integration.
2. To network with non- government organizations and
government agencies for the provision of the needed medical,
psychological and legal services necessary in restoring and building
the self- efficacy of residents.

3. To encourage and build the capacities of abused women and
children to come out and pursue cases in court whenever they are
ready.
4. To provide services for the care, protection, rehabilitation,
recovery, and development of residents under care.

5. To collaborate with stakeholders in advocating the
promotion and realization of the rights of the women, abused
children and children in conflict with the law.
6. To provide assistive support (i.e. livelihood, skills training) to
qualified women and children who are ready to be reintegrated

Policy on Confidentiality

The residents’ right to privacy while staying at the center


shall be respected at all times, in order to avoid harm caused
by undue publicity. All cases shall be treated confidential.
Any access to these records shall be subjected to the
approval of the Center Manager.

Policy on Visitation of Parents/ Relatives / Guardians/ Visitors to the


Center

1. Parents/ Guardians/ referring party may be allowed to visit the resident.


Visitation is permitted, if pre- arranged at an appointed date and only with the
permission of the Center Manager.

2. Visitation hours are between 9:00- 11:00 AM and 2:00- 4:00 PM, every
Wednesday and Friday.

3. Visitation by parents and relatives of residents shall be closely supervised and


monitored by the Social Workers handling the case. During the visit, the Social
Worker shall take opportune time to conduct family therapy sessions, and
likewise assess the family’s capability to give support to the residents healing
and recovery.
4. Visitors shall be properly screened by the Watchman and shall be required to
register and sign in and out in the visitors’ logbook.

5. Personal bags and handbags of visitors must be thoroughly checked to ensure


the safety and protection of the residents in the center.

6. Taking pictures of residents is strictly prohibited.

Policy on Out Passes

1. Residents are not allowed to leave the center without a duly approved Pass Slip
(Annex F) by the Center Manager and only in cases of medical treatment, court
hearing, educational purposes, or a planned outing.

2. In the event of a death within a resident’s immediate family, the resident may be
allowed to attend the funeral, accompanied by the center staff, provided there is
a court order and no imminent danger. They must return to the center within the
day.

Policy on Child Protection


1. No Corporal Punishment at all times.
2. No taking of pictures of residents.
3. No verbal abuse.
4. Center staff shall maintain a professional relationship with
residents at all times.
5. A child- friendly environment shall be maintained.

Policy on Disciplinary Practices


1. In case of violation of any of the center policies by the residents,
the Social Worker/ House Parent is responsible for discussing the
problem with the concerned residents through a one on one
session or a group discussion.
2. Implementation of disciplinary measures shall be the responsibility
of the Social Worker in consultation with the case management
team.

Policy on Celebration of Special Events


1. Celebrations of special occasions in the center, such as birthdays,
anniversaries, holidays, or foundation days are permitted.
2. All residents celebrating their birthdays in a particular month shall
have a joint celebration within the month.

3. Special activities that need to be conducted outside of the center’s
premises, such as beach outings, field trips, tours, or other similar
activities, shall be subject to the approval of the Chair of the
Management Board.
4. Residents making threats to their own life and those under
protective custody as ordered by the Court are not allowed to join off-
premises center activities.

Policies on Discharge
1. The residents with court order shall be referred to Regional Rehab
Center for Children & Youth at Guimaras and Training for Girls
Marillac Hills DSWD Manila for rehabilitation process.

Policy on Health
1. All residents housed in PsP must have an initial medical evaluation
conducted by a physician, in coordination with the City Health
Office. Regular quarterly check- ups are completed during the year.
2. Residents admitted will be provided with medical care as needed
and a health record for each should be kept.

3. Residents who are ill should be closely observed and if necessary,
referred to a physician.
4. Psychological services and developmental evaluation should be
provided and if indicated, psychiatric treatment and behavior therapy
should also be provided.
