SIGNAL PASSING AT DANGER

(SPAD)
To avoid “SIGNAL PASSING AT DANGER”
(SPAD)

A collective thrust to be applied

by all departments of Indian Railway. It is the

responsibility of all Railway men to make Indian

Railway free from accident.


THERE ARE MANY CAUSES FOR SPAD; SOME
IMPORTANT CAUSES & REMEDIAL ACTION ARE
AS FOLLOWS.
1) S&T Department.  
A) At the time of failure of Interlocking and failure of signal.
Remedial action – To ensure the proper working at the time
of Interlocking failure, one TI to be depute at such station.
And pre-intimation to be given to train crew to avoid SPAD
cases.
 
B) Poor visibility of signal
Remedial action – After reporting poor visibility of signal by
train crew remedial action to be taken within 24 hrs and
caution order to be given for this.
 
2) C&W. Department.

Poor brake power of trains

Remedial action –
1) Brake power of train should be actual
as per BPC.

2) Empty-Load box device & LSD should


be in proper working.

3) In simulator, tank wagon and capsule


tank container drive should be
given to all crew.
3) TFC. Department.
 
1. Actual load should be written on BPC.

2. Short cut methods not to be adopt.

3. While clearing stable load from road side station,GDR


should be prepare brake.

4. Power must be check and tested.

5. Sudden change of aspect of stop signal should not be


permitted with out any emergency.

6. En-route out of course halt to be avoided

7. Signal should be off in proper sequence.


4) CHIEF CREW CONTROLLER.
1) Crew booking staff should be well acquainted with the
rules regarding rest and booking, All train crew
should get proper head quarter and periodical rest.

2) Intimation of periodical rest to be given in advance.

3) Booking crew should ensure that train crews are


getting proper rest at out station.

4) To reduce mental stress of train crew CCRC should


ensure that train crew is getting leaves, passes, PTO’s
etc. in time.

5) Booking authority should ensure that no train crew will


work more than two nights in continuation.
5) Loco Inspectors

1) All loco inspectors should ensure that their loco pilot


have confidence in driving but not over confidence.

2) All loco inspectors should monitor their loco pilot in


crucial night hours.

3) All loco inspectors should monitor their loco pilot while


working tank wagons and container capsule tank
wagons.

4) All loco inspectors should ensure that their loco pilot


should not have any mental stress regarding their
working, rest, leave, family trouble and for physical
problem
 
6) Train Crew
1) Take complete rest before coming on duty to reduce fatigue and
mental stress while on duty.
2) Staff should have good road knowledge.
3. Do not consume alcohol/ Narcotic and sedative before coming onduty.
4) Breathe Analyzer test to ensure in lobby.
5) Staff should read all the safety circulars and Instructions related to
commissioning of new signal if any.
6) Use of mobile while working the train should be banned.
7) Over confidence and misjudgment to be avoided.
8) Conduct continuity test, brake feel test and brake power test as per
instructions.
9) Critical signal locations to be observed carefully.
10)Calling out of signals should be loud and clear by both the Crew
members.
11) While approaching signal; specially caution or stop aspect ALP
should not leave the cab for any other work.
12) While entering towards the destination, crew should not get busy in keeping
the tools and other items in their box or baggage.
13) Ensure proper authority to proceed, also ensure that the given signal is for
your line/train.
14) VCD should be functional.
15) Speed restriction should be followed strictly in abnormal working like foggy
weather and other.
16) ALP should not hesitate to open the emergency Flap valve in case he feels
that the train is out of control.
17) Don’t follow instructions on Walkie-talkie regarding signals for starting the
train.
18) Family problems like physical, personal or financial should be left at home
while train operation.
19) Do not allow any un-authorized persons in the working cab. Do not allow
more than 02 persons having Cab/Engine Pass and ask them to switch
off their Mobile phones.
20) Defective signal in any aspect should be reported immediately and also to
be entered in Signal defect register while singing off.
21) While working as Banker Loco Pilot, co-ordinate properly with the Leading
Loco Pilot.
SUGGESTIONS
Duration of Initial ALP is not sufficient, it should be increased.

Practical handling period of apprentice ALP is only 20 days it should be


increase.

Train crew should be booked to work in single traction to avoid confusion.

Location of traction and braking equipment should be uniform in all loco.

Container Capsule tank load should be design same as tank load.

If a train crew have not gone more than one month in a particular section then
one learning trip should be given to loco pilots.

The length of the train is increase new clear standing rule (CSR) 692 meter
should be observe/ maintained instead of 686 meter, so that the starter signal is
clearly visual from the cab.
