Traffic – is a complex system which
targets the movements or flow of vehicles,
pedestrians, and goods from point of origin
to destination.
TRAFFIC MANAGEMENT

-refers to the planning, organizing directing and

controlling the safe, economic and expeditious

movements of people and goods through traffic

engineering, traffic education and traffic

enforcement in

1. Traffic Engineering – deals with the planning and
geometric designs of streets and traffic control devices to
include traffic operation thereon.
Traffic Education – refers to the teaching and
training of drivers, pedestrians and commuters to
develop them to be courteous, disciplined and
competent road users.
Traffic Enforcement – includes traffic direction and
control, traffic investigation and apprehension performed by
police and other law enforcement agencies with authority to
induce voluntary compliance

WHY PEOPLE VIOLATE TRAFFIC LAWS?

KINDS OF LAW ENFORCEMENT ACTIONS
1. Traffic Arrest – is an enforcement action which
consists of taking a person into custody for the
purpose of holding or detaining him to answer a
charge of law violation before a court.
Arrest is made when:
a. The offense committed is serious;
b. There is a necessity to avoid continued violation; and
c. There is a reasonable doubt that the violator will not appear
in court.
2. Traffic Citation -The traffic citation is a ticket issued to
an erring driver apprehended for a certain violation in
exchange of his confiscated driver’s license for the period
provided for in the face of the ticket.

•is made of having violator appear in court without physical


arrest. The issuance of citation is the most common
enforcement action by the police. This is an efficient system
since majority of violations with minor offenses are punish
promptly by paying their fine at an administrative body with
court appearance or any traffic enforcement action
contemplates trial adjudication or disposition to determine
the guilt or innocence of a person charged for a violation
when the individual record of which is kept by the police or
some other official agency for future reference.
3. Traffic Warning – is an enforcement action
which does not contemplate possible assessment
of penalty by the court or otherwise as a result of
warning alone.

a. Visual Warning – is usually used when you


have observed a minor violation but are
importantly occupied at a moment. You indicate
by gesture of the hand, and of the head, or a toot
of the horn that you are aware of the violation.
Such action reminds the violators that violation
has been committed and that the police are
observant.
c. Written Warning – is a combination of verbal
warning and citation. They gave the spirit of verbal
warning and the form of citation because it is
written and resembles a citation. The written
warning has more noticeable deterrent effect than
verbal warning. There is no immediate penalty
attached and it allows the violator an opportunity
to profit by the error putting an emphasis on
education rather than on discipline.

Officers are called upon frequently to direct traffic
under a wide variety of conditions/scenes.
Directing traffic can be very dangerous because
motorists are typically exposed to a number of distractions
while driving.
If not conducted properly, traffic control responsibilities
can be fatal to an officer.
1. Situations requiring traffic control

a) Public safety emergencies including, but not limited to


accidents, fires, police emergencies, or any event requiring
the rerouting of the normal traffic flow.

b) Intersections that have predictable traffic patterns requiring


an officer control the flow of traffic at certain high volume
times.

c) In support of government agencies doing roadway


construction and maintenance.

d) In any situation where conditions or events congest traffic


and public safety concerns require officer control.

2. Considerations for traffic control Ensure that intervention at a


particular location does not worsen traffic conditions at
other location
DUTIES AND RESPONSIBILITIES OF A TRAFFIC LAW ENFORCER

1. Enforcement of traffic laws, ordinances, rules and


regulations without fear and favour.
2. Assist the general public when necessary and requested.
3. Keep in mind that in an intersection or any traffic post the
following factors should be considered on the placement of the
traffic enforcer.
a. Personal safety of the traffic enforcer.

Traffic Enforcer should not direct and control traffic without equipment
b. Presence of the law enforcer to traffic.
c. Presence of the traffic to law enforcer.
d. Non-obstruction to traffic by enforcer.
e. Ability to effect necessary control.
f. Accessibility to persons wishing information or making
complaints.
10. The officer shall not leave his post during his
tour of duty without permission, except when
properly relieved by another officer/ enforcer.
11. The officer shall respond to any emergency call

In case of personal necessity or required by the situation in any


emergency, he shall notify his station before leaving and upon return
to his post.
12. The officer shall be alert, calm and be able to control his
temper under trying and provoking circumstances.
13. The officer shall be in proper uniform with the
appropriate equipment.
14. Inform the driver of his specific violation.

In issuing a traffic citation ticket, one (01) minute shall
be the maximum time spent for dealing with an
offender
15. The officer must wear an official I.D. card when
undertaking traffic duties

conducting traffic law enforcement
REGULATORY FUNCTIONS OF LGU’S
(MUNICIPALITY) IN THE ADMINISTRATION OF LOCAL TRAFFIC
TRAFFIC ADMINISTRATION AND LAWENFORCEMENT
Par vi. Sub-sec. 3, Sec. 458, Art. Three, Chap. 3 of RA 7160: The
Local Government Code of 1991 provides.

“ Regulate the use of streets, avenues, alleys, sidewalks,


bridges, parks and other public places and approve the
construction, improvement, repair and maintenance of the same,
establish bus and vehicle stops and terminals or regulate the use of
the same by privately-owned vehicles which serve the public; regulate
garages and the operation of conveyances for hire;
designate stands to be occupied by public vehicles when no is used 
 regulate the putting up of signs, signposts, awning posts on the streets
and provide for the lighting, cleaning and sprinkling of streets and
public places
16. Accomplish clearly and legibly the traffic
citation ticket.
Never conduct a traffic direction and control out of fun. This will
catch the attention of motorists that may lead to accident or slow
down the flow of traffic.

Always remember that when you conduct traffic


direction and control, you are the window of your
organization, you must act accordingly and
dignified at all times.

Road safety nowadays, is a big concern in any
society which pushes for every state or
government to take action before any accident
may happen
The roadway is a very dangerous place. In fact,
the primary goal of traffic law enforcement is to
produce voluntary compliance with traffic laws
while keeping traffic moving safely and smoothly.
- is a precautionary measure to avoid or minimize road related accidents.
It will save our properties and most of all it will save human lives.
- it is an issue that touches each and every person in some manner.
This is because we have been involved, we have loved ones that were
involved in, injured in or who even might have been killed in collisions.
This is actually a very sad state of affairs if one takes into account that more
than 90% of the collisions could have been prevented.
