Process permit system

Siddharth Kharat
Manager (Chemical)
What is permit system?
 Permit system is a management systems
used to ensure that work is done safely and
efficiently.
Benefits of this training.

1. Identify the Hazards.

2. Analyze the risk.

3. Identify the protection required.

4. Authorize the work and communicate
the information.
5. Close the work safely.
Objectives:
 Understand when permit system is required.
 Understand the design of permit system.
 Understand who all are involved.
 Understand the flow of information which
leads to increased awareness of work.
Work that require permit
 Opening process  Welding, Grinding,
machinery  Gas cutting, Burning
 Blinding & deblinding  Shot blasting,
 Soldering, Chipping,
 Tightening of flanges Excavation, Open fire
 Inspection  Entry of petrol or diesel
 Painting driven vehicles
 Confined space entry

Work permit system
 Management decides the appropriate authority
levels for various installations and type of
permits
 Issuer: Designated person authorized to issue
work permit. (E4 and above)
 Receiver: Designated person authorized to
receive work permit. (E1 and above)
 Safety Officer: Authorized person of safety
department to check work periodically for
establishing that conditions laid down in work
permit are met all the time.
Roles of authorized persons
involved.

Inspection of work
 Identification of hazards involved with the
work.
 Flammable mixture, Toxic chemicals, Ignition
source, confined space, fall from height, radiation,
cold burns etc.
 Risk analysis.
Preparation of workplace.
 Electrical isolation  Gas test
 Isolating workplace  Oxygen concentration

Safety norms
For hot work the gas test results should be:
 Combustible – Below 1% LEL (preferably NIL)
 No flammable material within 15 mtrs
 No sampling point, drain, relief valve within 30 mtr
For confined space entry:
 Oxygen : 19.5 % minimum V/V
 Combustible : Preferably nil or maximum 1% of
LEL maximum.
 Toxic Gases : Preferably NIL.
Vehicle entry: LEL of 15 mtrs should be NIL
Safety norms
Excavation:
 More than 1.5 mtr deep, arrangement of steel
shutters is required.
 Gas test for depth more than 2.0 mtrs

Closing of Permit
Permit closure: After inspection of the
workplace and ensuring that the work
procedure activities are completed and
stopped, workplace is free from tools and
things used by executer, permit is duly filled
and signed by both receiving and issuing
authority on completion of work.
Copies of the closed permits shall be properly
filed and kept with the respective disciplines.
Thank you.
