BACKGROUND

The State realizes the equality of


men and women entails the
abolition of the unequal structures
and practices that perpetuate
discrimination and inequality.
LEGAL BASIS

Republic Act No.9710, otherwise


known as the Magna Carta of Women
(MCW) was enacted to law on August 14,
2009. Amongst its provision is the
establishment of a Violence Against
Women (VAW) Desk as specified under
Section 9 (D) of the law and Section 12
(D), Rule IV of its Implementing Rules
and Regulations (IRR).

GUIDELINES IN MONITORING THE


FUNCTIONALITY OF VIOLENCE
AGAINST WOMEN (VAW) DESK IN
EVERY BARANGAY

PURPOSE: The policy is intended to provide the


local government units (LGUs) and other concerned
entities the guidelines and monitoring toll in
assessing the functionality of barangay VAW Desk.
SCOPE/COVERAGE

This policy shall cover All


Barangays nationwide.
DEFINITION

Violence Against Women (VAW) – refers to any act


gender-based violence that results in, or is likely to
result in, physical, sexual, or psychological harm or
suffering to women, including threats of such acts,
coercion, or arbitrary deprivation of liberty,
whether occurring in public or in private life.

ESTABLISHMENT
• The VAW Desk must be established and the VAW
Desk Person must be designated through a Barangay
Ordinance or an Executive Order.

• The VAW Desk person (preferably a woman


barangay kagawad, woman barangay tanod, or any
othher qualified person in the community with the
commensurate renumeration/honorarium)

• Must be trained in gender-sensitive handling of


VAW cases.

• The VAW Desk shall have separate
room where the intake interview can
be conducted OR (if no separate
room available, an enclosed area
within the compound where the
barangay hall is located.

victim-survivor/s)
