Background
 
There shall be a BARANGAY ASSEMBLY composed of all persons
who are:

1.Actual residents of the barangay for at least six (6) months;


2.Fifteen (15) years old or above;
3.Citizens of the Philippines; and
4.Duly registered in the List of Barangay Assembly Members.

Background
 
To ensure widest participation to the assembly, all barangays shall
hold their respective barangay assembly days for each semester on
any of the Saturdays and Sundays of March and.

As a precaution against the risk of COVID-19 infection, the BA days


for the 2nd Semester CY 2020 shall be in accordance with IATF-
MEID guidelines and in compliance with local ordinances relative to
community quarantine protocols.

Modes of Conducting the BA
The BA day may be conducted through any of the following modes:
A. Use of social media platforms, particularly Facebook Live;
B. For areas under MGCQ or where there is no community quarantine in place,
public gatherings shall adhere to the ff.:
 Compliance to IATF-EID guidelines on mass gatherings on number of
maximum persons allowed;
 Compliance with local ordinances relative to localized community quarantine;
 Enforcement of prevention protocols, including observance of the 1-meter
social physical distance, thermal scanning, provision of alcohol and sanitizer,
use of face masks and face shields, and footbath stations.

C. Distribution of flyers, leaflets and similar materials within the barangay
jurisdiction which may contain, but not limited to the following:

 Financial Report of the barangay (financial status, income,


disbursement, or remaining barangay funds;
 Accomplishments, ongoing projects, COVID-19 initiatives;
 COVID and non-COVID related plans or upcoming projects;
 Report on SAP implementation;
 Newly enacted Barangay Officials;
 Other information involving barangay operations;

BA Day Activities
Where public gathering is allowed, barangays must undertake the following:

 Deliver the State of the Barangay Address (SOBA) highlighting the


following:
 Accomplishments for 1st Semester CY 2020;
 Financial Report for 1st Semester CY 2020;
 Updates on CY 2020 programs and projects;
 Newly enacted Barangay Officials;
 Planned activities to deter the spread of COVID-19.

Sanctions

Corresponding administrative complaint against barangay officials


who fail to conduct barangay assembly may be filed by any resident
of the barangay, concerned citizen, governmental or non-
governmental entity before the Sangguniang Panlungsod / Bayan
(Sec. 61 of the LGC), or the Office of the Ombudsman (A.O. 07 or
the “Rules of Procedure of the Office of the Ombudsman, dtd April
10, 1990)

Monitoring & Submission of Reports

• The monitoring report shall be submitted thru shared


Google Drive to be provided by RO to email addresses of
FOUs.

• The Regional Consolidated Statistical Report shall be


submitted to NBOO not later than December 20, 2020.

development to address concerns on the E-CLIP IS

• Reintegration process for FRs still to be enhanced

• There is a need for the PLGU to fast-track the construction of


the HH Livelihood Center worth P5M funded under E-CLIP fund
for its immediate operationalization
