UN SECURITY COUNCIL

• Assigned primary responsibility for the


maintenance of global peace and security.
• GOAL: To maintain peace and security in the
international community.
COMPOSITION

• 15 member states (5 permanent members and 10 rotating members).


THE 5 PERMANENT
MEMBERS:

1. United States
2. Russia
3. United Kingdom
4. France
5. China
-Permanent members (US, UK, France, Russia, China) have “veto power”.
-The permanent members of the Security Council were given a preferred position because of the feeling that they were the states that, in view of their prestige and power, would be called upon to provide the leadership and physical force that might be
needed to preserve the peace of the world.
The 10 non-permanent members shall be
elected according to the following pattern:
1. 5 from African and Asian States
2. 1 from Eastern European States
3. 2 from Latin American States
4. 2 from Western Europe and other States
• Term of non-permanent members :
Term of non-permanent members of the Security Council shall be
elected for a term of 2 years starting on every 1st of January. Five
members will be replaced each year.

• Number of Representatives:
Each member of the Security Council shall have 1 representative
VOTING
(FOR A RESOLUTION)

1. PROCEDURAL (not very important matters)-


as amended, 9 affirmative votes (any nine).
2. Non-procedural (substantive or very important matters)-
9 affirmative votes including the concurring votes of the P-5
(qualified 9 affirmative votes).
3. The determination or characterization of whether a question is
procedural or non-procedural is by itself a non-procedural (substantive
question) and consequently, this makes possible also the exercise of VETO
power.
The so-called DOUBLE VETO may be exercised:
A.A P5 may cast a 1st VETO on the question of Characterization.
B.Having declared non-procedural, the question may now be submitted to another
voting (this time on MERITS). The P-5 may VETO. Hence, the name DOUBLE VETO-
PROCEDURAL VS SUBSTANTIVE
