Purpose and Scope
The purpose of this Standard Operating Procedure
(SOP) is to ensure vehicle operators are aware of, and
understand their responsibilities to themselves .

It aims to ensure that vehicle operators are familiar with


mine road rules, traffic signs, site conditions and
how to drive in a safe manner.

This Site Work Instruction (SWI) applies to all vehicle
drivers/operators driving within the mine site areas.

Ten Golden Rules
1. Always report to work well rested all the times.
2. Do not operate without driver’s license &authorization.
3. Perform Walk-around Inspection &Pre-start Checklist.
4. Perform Hazard Report/Take 5 Report forms.
5. Wear seatbelt at all times when driving.
6. Know your equipment safety operation.
7. Always drive according to road condition.
8. Obey all site traffic rules and speed limits.
9. No Smoking inside the operator’s cabin.
10.Do not operate under the influence of drugs/alcohol.
Mining Area Access Permits

1. Must only be issued by an authorised personnel from


Safety Department and must be signed by the
General Manager.

The issuance of driving permit for employees


and contractors is the responsibility of the
relevant issuer for that area.

2. In acquiring Mine Site Driving Permit , the
following conditions must be met.

• Mining permit induction,


• Written assessment
• Practical assessment
• Restrictions on the area of access
• Issuance of Mining Area Access Permit.

3. Driving permits is Valid only for the length of
time indicated.

• If the operator had not been in the mine


area for a month or more, they must under
go for driving permit refresher course;
• Transferred/re-employed to another
company of FCF Runruno Project.
• Upon renewal of Drivers License for those
accessing mining areas daily.
• For short term contractors, the period of
expected work to a maximum 12 months.

4. No-one is permitted to operate a light vehicle
without a current national class 2,3,8.

5. Vehicle operators/drivers must be assessed


competent in operating/driving light vehicle.

Personnel not part of the mining team, or


who may not regularly access mine areas
must first report to the Open Cut Mine
Supervisor for road changes and hazards
before entering a mine area.

6. Drivers operating within the active mine areas must
have a mine site driving permit.

The Trainer/driving permit holder must take full


responsibility to ensure the trainee is driving to
correct policy and procedure with documents.

7. Observed driving permit specifications.

A driver must only drive in the permitted area/s,


using only the vehicle types specified in their
access permit.

8. Ensure standard procedures are followed at all times.

Driving permits can be withdrawn at any time


for non-compliance with standards procedures.

Light Vehicle Operation
•Before starting the engine and moving off the vehicle ensure
1. horn signals are performed.
One blast before starting the engine
Two blast before moving off forward
Three blast before reversing.

After horn signal wait for 3-5 seconds before


moving off in reverse or in forward direction.

2. Ensure two way Radio is tune to channel 2 (3,5)

When making radio contact


Make your massage short and clear.

•Before operation, light vehicle driver must conduct a Pre-start
check on:
A. TIRES for cracks inside walls cuts ,imbedded material.
B. Damage valve and correct inflation , wheel nuts.
C. Engine oil and fluid leaks.(brake fluid leak on tires)
D. Fuel level, Engine oil level , coolant level.
E. Engine oil and fluid leaks.(brake fluid leak on tires)
F. Front and rear lights.

Brake fluid- if below the lowest level immediately report


to maintenance for refill.
Caution: Face the machine and always use 3 points of
contact when Mounting &Dismounting the machines.

1. Know the blind spot points of your vehicle.


2. If tired and feel sleepy, pull over in a safe wide area
and have rest/notify your immediate supervisor.
3. Never park your car directly behind any production
machinery.
4. Never exceed to the capacity of the vehicle indicated.
5. Always engage 4WD on unsealed and slippery roads.

6.Maintain correct separation from other

7.Maintain and control gradual speed on slippery
or descending ramps.
8. Be alert/aware of every intersection.
9. Be aware of others decision.
10.Obey all road signs .

Q. What way should I look when reversing the car
to the right?
Ans. You should always be looking in the direction
the vehicle is moving in, but make regular checks
in other directions to ensure you see any
obstacles or other drivers coming your way.

1. Follow speed limits and

Vehicle Care and Maintenance
1. Check all parts and also the Battery, light’s, Oil, Water,
Air, and Fuel (BLOWAF). and indicate defect in the pre-
start inspection forms.

2. Give all completed forms to relevant supervisor or


maintenance department. (Pre-start Inspection
checklist, Stop & Think/Hazard Report)

Ensure all details are filled out


correctly and in full.

3. Vehicles to be kept as clean as possible at all times.
4. Vehicles should be cleaned and fuelled for the following
shift.
5. Driver should always drive vehicle to road conditions.
Caution:
No using of Mobile phones while driving vehicle or
operating machine!
Driving on Haul Road in Active Mining Areas
1. Before entering:
• Ensure vehicle conditions are met
• Flag attached reaching 3m in height;
• Two-way radio ON; (channel 2/3)
• Flashing lights and headlights are ON;
• 4WD is operational.
• Seat belts must be worn by all occupants.
2. On entering:
• Observe all signage; Give-way signs;
• Narrow road signs; Speed signs;
• Cones; Stop signs;

3. Before entering into the mine area, ensure all
occupants are wearing all the necessary PPE.
• Hard hat (earplug)
• Reflective clothing
• Safety shoes/boots
• Safety goggles
reminders:
 No walking on haul roads
 No stopping or parking on ramps
 No loading or unloading of passenger on ramps
Traffic Cones

Orange cones are used to delineate


a work area or a hazard where
caution must be exercised. Entry is
permissible for those personnel
directed to work in that particular
area, provided they are aware of
the hazards within that area. All
other personnel must obtain verbal
authorization from the supervisor.
Overtaking Policy

NO vehicle is allowed to overtake


another vehicle in the mine pit area !
Overtaking Policy
Overtaking of Slow Moving Equipment (SME) is permitted
under the following circumstances:
• The road ahead is clear.
• There is no intersection ahead in the vicinity.
• You have contacted the equipment operator to be
overtaken and received Positive radio confirmation. .
NO POSITIVE RADIO CONTACT = NO PASSING !!!!
Overtaking Policy
Overtaking of the following equipment is ONLY permitted
when you have received positive two way radio
permission from the operator about to be overtaken:
• Excavator
• Drill Rigs
• Track Dozers
• Working Graders
• Loader / Roller Compactor
• Light Vehicle Towing Tower Light

Verbal communication over the two way radio.


The communication will be……

“ Dozer 2 this is LV111 can I overtake ?”


“ Yes you are clear to overtake LV 111”
• If you don`t received this from the operator ahead of you..
= DO NOT OVERTAKE !!!!
NO POSITIVE RADIO CONTACT = NO PASSING !!!!
Emergency Procedure

1. If involved or come upon an emergency you must


know your radio communication procedure.
• Tune your 2way radio to Emergency channel-1.
• State EMERGENCY (3x)
• Wait for ERT response
• State NATURE and LOCATION of emergency
• State type of ASSISTANCE required
e.g. Ambulance ,Fire Truck.etc.
• Respond to emergency if only safe to do so.
Emergency Procedure
2. Incase of vehicle breakdown.
• Turn your wheel into the nearest windrow.
• Apply park brake
• Shutdown Engine
• Turn on hazard light
• Notify your supervisor and others in immediate area
• Arrange for safety windrow to be constructed before
leaving the area (tire chocks, cones, caution tapes).
Traffic Management
• No mobile equipment shall operate within 10m of power
lines.
• All vehicle entering rompad must call the rompad loader
operator for permission to enter .
•In all stop signs, driver/operator is required to have a full
stop before entering any intersection (no rolling stop).
• Reverse parking is assigned to all parking areas including the
Village Car Park (nose out parking).
•Side by side parking or refuelling distance of 2-3meters.
• Every person seated in a vehicle must have their seatbelts
on (mandatory).
Traffic Management
• All vehicles must give way to Emergency Vehicles
(Ambulance, Fire truck, Explosive Truck etc).
• Always observe give way/stop signs.
• If 2 or more vehicles reaches an intersection with no
control signs at the same time , light vehicle will give way
to heavy equipment.

• Never overtake loaded or empty dump trucks.


• No overtaking along ramps. (Light and Heavy Equipment)
• 10 meters away when parking on highwalls or crestside.
Traffic Management
• Tracked machines and graders can be overtaken if
clear to do so and after positive communications with
the operator has been completed.
• All non-mining vehicles or trucks must be escorted
along Haul Roads.
• All controlled intersection must be adhered to at all
times.

• Bunds of at least half the wheel height of the largest
earthmoving equipment used on site will be maintained.

• Reflective guide poles are posted


to delineate roads for night operation.

• All dumping and loading areas will be


illuminated with lighting towers (N/S).

Visitor to mine areas must:

• Worn the appropriate PPE’s.


• Stay with their escort at all times.
• Fill out Visitor’s register book
• Wear their visitors tag.
• Read/sign the Visitor’s Safety Induction.
• Never drive a vehicle on site.
• Sign off the Visitors Register when leaving.
