What is Moral Recovery Program
(MRP)?
• Proclamation No. 62 dated 30 September 1992 declared a Moral Recovery
Program as President Fidel V. Ramos signed this in response to the need to
strengthen the moral resources of the Filipino people rooted in Filipino
values and ideals that are pro-God, pro-People, pro-Country and pro-
Nature.
Why was the Moral Recovery Program
(MRP) approved?
• Article XIV, Section 3(2) of the Constitution provides that “all educational
institution shall … inculcate patriotism and nationalism, foster love of
humanity, respect for human rights, appreciation of the role of national
heroes in the historical development of the country, teach the rights and
duties of citizenship, strengthen ethical and spiritual values, develop
moral characters and personal discipline, encourage critical and creative
thinking, broaden scientific and technological knowledge and promote
vocational efficiency.”
What are the Benefits of
MRP?
The Benefits of the MRP
• According to the DILG, if the program is successful in creating
individuals with a good moral sense, this could be highly beneficial
to the society. People are less likely to commit crimes, more likely to
help those in need and increasingly inclined to do good in their
community. In a sense, the program prevents community problems,
rather than dealing with them as they occur. The well known phrase
“prevention is the best cure” springs to mind here, and is indeed one
idea behind the moral recovery program.
The reason behind the MRP’s creation:
• NOW, THEREFORE, I FIDEL V. RAMOS,
President of the Republic of the Philippines, by
virtue of the sovereign will of the Filipino people
and the powers vested in me by the laws of the
land, do hereby order:
• ^^Former President Fidel V. Ramos officially declaring the Proclamation
No. 62, also known as Moral Recovery Program as a law of the
Constitution.
SECTION 1.
• Enjoining Active Participation in the Moral Recovery Program. Filipinos of
all ages and all sectors of our society are hereby enjoined to actively
participate in the national campaign for Moral Recovery. The Moral
Recovery Programs will primarily aim to inculcate the following virtues for
national development: pride in being Filipino; caring and sharing; integrity
and accountability; self-reliance; good manners and right conduct which
shall also cover the value and habits of courtesy, discipline and respect for
authority and institutions; people empowerment; and, self-reflection and
analysis.
SECTION 2.
• Implementing Arm of the Moral Recovery Program. The KABISIG
People’s Movement National Operations Center is hereby tasked to serve as
the implementing arm of the Executive Branch’s Moral Recovery Program.
Among others, it shall ensure the integration of moral values in
implementing of various KABISIG and other government programs and
projects and shall coordinate with the Congress of the Philippines to ensure
synchronized executive-legislative activities. All Constitutional
Commissions, bodies and the judiciary are enjoined to actively promote and
participate in these efforts in view of their crucial role in the promotion of
social justice and respect for human rights.
SECTION 3.
• The Creation of the Council of Advisers on Moral Recovery. A council of
Advisers on Moral Recovery shall be constituted to advise the President on
all matters pertaining to moral recovery. This shall be composed of
individuals who are living exemplars of Filipino values and who should be
emulated by the people. The Council of Advisers shall be named by the
President within thirty (30) days from the signing of this Proclamation.
SECTION 4. Effectivity.
• This Proclamation shall take effect immediately.
What inspired the creation of the

• It is stemmed from the Senate Resolution No. 10
sponsored by Sen. Leticia R. Shahani and approved by
the Senate on September 18, 1987.
WHEREAS:
• Moral recovery is an integral aspect in ensuring success in the government’s
economic development and people empowerment programs and projects;
• The Moral Recovery Program is conceived to be an important dimensions of
programs which this administration has already launched such as the KABISIG,
the various poverty alleviations and countryside development programs,
livelihood and basic services delivery, among others;
• There is a need to prepare the youth to respond to the challenges of modernization
and the 21st century;
• There are existing mechanism which can serve to promote and ensure a sustained
Moral Recovery Program for national development and solidarity.

promoting positive Filipino values as a source of moral consensus,
national identity and pride.

• The MRP vision is a Filipino nation that is God-centered,
people-empowered, prosperous national community living un

visionary government that is democratic, responsive and
effective, graft-free, transparent and self-corrective with a
community of civil and military servants who are professional,
competent, disciplined and trustworthy.

• A movement which aims to mobilize all Filipinos for nation-
building through the practical exercise of human values to
awaken us all to the powers of these values in achieving our
individual and national goals.
• It seeks the empowerment of all our people through the
sustained application of human values and code of collective
existence.

• The Preamble of the 1987 Constitution ordains and promulgates
that @the sovereign Filipino people imploring the aid of Almighty
God un order to build a just and humane society and establish a
government that shall embody our ideals and aspirations, promote
the common good, conserve and develop our patrimony and
secure to ourselves and our posterity the blessing of independence
and democracy under the rule of law and a regime of truth,
justice, love equality and peace;

THEREFORE, it shall be the policy of government to:

• A. Strengthen the moral resources of the Filipino people rooted in the Filipino
culture, values, and ideals that are Maka-Diyos, Maka-Tao, Maka-Bayan and
Maka-Kalikasan.
• B. Pursue a vision of a Filipino nation that is God-centered, people empowered,
prosperous national community living in Unity, Justice, Freedom, Love and
Peace and governed by a visionary government that is democratic, responsive
and effective with a community of civil and military servants who are
professional, competent, disciplined and trustworthy.
