BACKGROUND

 One of the main sources of electricity in Mindanao is coming


from Lake Lanao through Agus Rivers

 Produces 593.1 Megawatts, providing bulk of the total power


requirements of Mindanao.

 Tower lines become the targets for sabotage


BACKGROUND
On 2008 (prior signing of MOA AD)
 Twenty two (22) recorded bombing incidents
 Perpetrated by the MILF group of Abdullah Macapaar @BRAVO
Bomb signature is also the same with 2015 bombs.

On 2010
 Jemaah Islamiyah (JI) was discovered in Lanao del Sur
 USTADZ SANUSI @GHALIB/MANSOR PAMALOY was neutralized
 Abdullah and Omarkhyam Maute organize a group adopting the doctrine and
objectives of Jemaah Islamiya
 Local Terrorist Group established two (2) temporary camps in Sitio Balala,
Brgy Poctan and Sitio Apah Brgy Coloyan, both in Butig.
 Skills in bombing was transfer to Local terrorist groups.

2015 to date
 18 towers of NGCP were bombed Mindanao –wide
BACKGROUND
The “Right of Way” (ROW) issue

 Not settled until today by the NGCP management


 Claimants’ demand for the cost of right of way is too high
 NGCP had a hard time to negotiate for a win – win solution.
 Management cites accounting and auditing policies that must
prevail over other compromise agreements.

- Tower 19 was not bombed but collapsed because the main bolt in its foundation were already
removed before Tower 20 was detonated, which caused the tension of the stretching transmission
line to pull tower 19 to the ground.
- Tower 21 was not bombed but discovered by the patrolling troops to have missing bolts and
nuts

RELATED EVENTS/FACTS
EOD investigation team found out the ff;

- 60mm Mortar round used in Towers 19 and 13


- 40MM GL used in Tower 25
- TNT cast charges used in Tower 4
- all were command detonated IEDs
- all were similar to the IEDs used during 2008 TRANSCO tower bombings,
except for Tower 4

22 September 2015, 25 students allegedly graduated from IED training


conducted by Maute FLTO near vicinity camp Bushra in Brgy Poktan, Butig, LDS.
Accordingly, test mission was to be conducted.

22 October 2015, prior to the first bombing incident in Lanao area, movement of
Maute FLTO members were sighted from Brgy Poktan, Butig, LDS to Marawi City.
RELATED EVENTS/FACTS
05 November 2015, prior to the second bombing incident, six (6) Maute FLTO
members were reported to have left in Bgy Poktan, Butig, LDS to Marawi City to
undertake undisclosed mission.

Prior to the bombing of Tower 50 on 18 January 2016, MOL thirty (30) fully
armed members of Maute FLTO led by Abu Mubarak AMPASO were sighted moving by
foot from Brgy Poktan, Butig, LDS to Maguing, LDS which is adjacent to Brgy
Dimayun.

Likewise, hostile plans of the Maute FLTO were monitored particularly


ambuscades and harassments of government security forces and bombings of vital
economic installations.
ACTIONS TAKEN
2Mech issued Operational Directive for the Rationalization of CAA PBs
following the deactivation of 4LNSCAAC on 31July 2015

2Mech assisted the NGCP management in planning and securing their personnel
in cutting of the tress between Tower 3 and Tower 4 last July 2015 resulting to
additional 69KVA output in the Mindanao Grid.

103Bde conducted aerial recon and ocular inspection with the NGCP security staff
on 31 October 2015

103Bde conducted immediate shifting of force deployment in order to secure the


threatened transmission lines (Towers 1-30) thru SECPLAN NGCP dtd 07 Nov 15
ACTIONS TAKEN
 2Mech issued Operational Directive Nr 10 dated 15 Dec 2015 for the
intensification of proactive measures for the security of Power Generation and
Transmission Lines in the AOR.

 Facilitated the consultation by the NGCP with the ROW claimants

 Intensified the conduct of intensified prophylactic patrols within the vicinity of the
power pylons

 Assisted the NPC management in the evaluation/updating of the security and


contingency plan

 Assisted the NGCP in facilitating dialogues with land owners for the settlement of
row issues
ACTIONS TAKEN
Assisted NGCP the possible re-hiring of TLI’s and TLC’s thru the conduct of
series of meeting with the involved landowners.

Assisted for the implementation of the managements legal actions against owners
who refuse to trim the trees planted despite payments made to them.

Active engagement with the provincial and municipal councils to express NGCP’s
predicament to settle row disputes wherein the Provincial POCS gave its commitment
thru a resolution.
ANALYSIS
Motive cannot be categorically established yet.

Some of the disgruntled ROW claimants and former SCAAs could have possibly
hired IED experts from the FLTO.

People in the community within the vicinity of towers are already sympathetic to
the claimants since they them selves will benefit in the ROW issue.

As of this time only FLTO members are the ones capable of rigging and arming
IEDs due to their training, and the components are readily available to them.

Local Terrorists may have seen this task as a collateral opportunity to also
achieve their objective and at the same time acquire financial remuneration.
ANALYSIS
Perpetrators of the latest bombing belong to the same group that executed the
earlier bombings since the methods employed were the same.

Absence of concrete and credible evidence to attribute bombings to the FLTO as


their unilateral act might still be a premature though possibity maybe high.

The same is true with the MILF. As an organization, there is no reason for this
group to conduct atrocities even if the BBL approval is still hanging.
ASSESSMENT
The ROW issue still remains as the primary motivating factor for the bombing of transmission
lines to be perpetrated by the disgruntled land owners and tenants.

Another motive is the involvement of terminated SCAA’s and caretakers who has axe to grind
against the NGCP management.
 
The participation of FLTO in the bombing incidents is possible considering their capability to
manufacture and deploy the type of IED’s used. Their possible involvement may also be attributed to
their close family ties with disgruntled individuals or for purely monetary gains.

Unless it is addressed comprehensively and a win-win situation is reached and agreed by


concerned parties, the possibility of another bombing is not remote;
RECOMMENDATIONS
The situation be comprehensively addressed by concerned government agencies
in collaboration with LGU’s and NGCP

Reactivation of NGCP SCAA both in Lanao del Sur and Lanao del Norte

NGCP to hire additional tower caretakers and inspectors

More active involvement of LGU’s in negotiation and mediation of ROW issues

Strengthen legal efforts to settle ROW issues and pursue aggressive legal actions
against bombing perpetrators

Enactment of laws for the security and protection of power generation and
transmission facilities
