Status of Election Watchlist of Areas (EWAs)

 EWAs is still a work in progress.

 Continuous updating of the list based on the emerging situation until it is


released through a COMELEC Resolution.

 The challenge --- addressing threats posed by PAGs, gun-for-hire


gangs, and armed threat groups that aggravate intense political rivalry
among the contending parties.
Status of Election Watchlist of Areas (EWAs)
Category I:
• History of/or current intense rivalry among the contending
parties. Such rivalries could motivate people to engage in
violent acts.
• Violence maybe facilitated by the employment of PAGs.
• Abetted by loose firearms in the hands of unqualified
individuals.

Category II:
• Serious armed threats posed by the NPA, BIFF, ASG, and
rogue elements of the MNLF.

Category III:
• Factors described under Category I and II are present.

Areas of Concerns

• Bombing of Towers

• Right-Of-Way (ROW) issues where the NGCP personnel could


not cut/trim trees growing and remove structures under the
transmission lines

• Refusal of landowners to give access to the NGCP for the repair


of Transmission Tower #25 in Lanao del Sur
Initial Actions

 Creation of an Inter-Agency Task Force for the Security of Energy Facilities


chaired by Secretary of DOE;
 Activation of Special Civilian Active Auxiliary (SCAA) in the area where there
was bombing of transmission towers;
 Intensify military and police operations in the area;
 Intervention of DILG officials requiring the LCEs to mediate on the ROW issue;
and
 The PNP to strengthen case build-up, manhunt operations and filing of cases
against the perpetrators.

ASSESSMENT

Philippine Bomb Data Center (PBDC)

 In January 2015, four explosions were recorded targeting NGCP towers;

 Technical analysis on the recovered evidence revealed that the explosives used
were IEDs;

 The sophistication of the current IED circuits indicates that the perpetrator/s
undergone advance electronics trainings.
ASSESSMENT

 Arrests of Jonathan Dumalaba Pangaliwan, Sam Manial Hassan, and Ali Kuyag Sultan,
all of Barangay Rajahmuida, Pikit Cotobato, by the elements of Pikit MPS for Violation
of RA 8294 (Illegal Possession of Explosives);

 Violation of Art 324 of the RPC (Crimes involving destruction) was filed against Anwar
Kagi Ali and three John Does for the bombing of tower 44 and 45 at Dalingaoen, Pikit,
Cotobato last October 9, 2015;
