Philippine Constitution
• Political Science - is the systematic study of the State and
Government
• Political - Greek word ‘polis’ meaning City/State
• Science - Latin word ‘scire’ “to know”
Define State:
• State - is a community of persons more or less numerous,
permanently occupying a definite portion of territory,
having a government of their own to which the great body
of inhabitants render obedience, and enjoying freedom
from external control.
4 Elements of State:

2. Territory
3. Government
4. Sovereignty
State distinguished from Nation
• State • Nation
1. It is a Political Concept; 1. It is an Ethnic Concept;

Concept of Constitution
• Constitution - refers to that body of rules and principles in

a.) Written
b.) Unwritten

III. As to manner of amending them:


a.) Rigid or inelastic
b.) Flexible or elastic
Requisite of a good written Constitution
A.) Brief
B.) Broad
C.) Definite

 The present Constitution that we have today is the 1987


Constitution.
 The 1987 Constitution was ratified on Feb. 2, 1987 thru
plebiscite
