 RNC Level
– AF HS Interactive set to 80-100 (iub allocation)
–  CQI Feedback=20 (reduce RTWP for radio quality
improvement)
– Background Noise setting value: [10*((MIN RtWP)-(-
112))] (reduce RTWP for radio quality improvement)
– 64 QAM Activation (if needed)
– For vip area (not big event), propose pdschcode
minimum=5 (dynamic setting)
– Ensure minimum user hsdpa=96 and hsupa=40 to
avoid user congestion
 Node B Level
– Upgrade code HS license to 135
–  64 QAM license (if needed)
– Set MACHSPARA resource allocation : code priority
