RULES AND

REGULATIONS
JUBAN NATIONAL HIGH SCHOOL
GUIDANCE AND COUNSELING OFFICE
2019-2020
LEGAL BASES
1. THE UNITED NATIONS DECLARATIONS OF THE RIGHTS OF THE CHILD, PAR.
2, TO WIT:
“THE CHILD SHALL ENJOY SPECIAL PROTECTION, AND SHALL BE GIVEN
OPPURTUNITIES AND FACILITIES, BY LAW AND BY OTHER MEANS, TO
ENABLE HIM TO DEVELOP PHYSICALLY, MENTALLY, MORALLY,
SPIRITUALITY, SOCIALLY IN A HEALTHY AND NORMAL MANNER AND IN
CONDITIONS OF FREEDOM AND DIGNITY. IN THE YOUTH ENACTMENT OF
LAWS FOR THIS PURPOSE, THE BEST INTERESTS OF THE CHILD SHALL BE
THE PARAMOUNT CONSIDERATION.

2. SECTION 13, ARTICLE II OF
THE 1987 CONSTITUTION ALSO
PROVIDES THAT:
“THE STATE RECOGNIZES
THE VITAL ROLE OF THE
YOUTH IN NATION BUILDING
AND SHALL PROMOTE AND
PROTECT THEIR PHYSICAL,
MORAL, SPIRITUAL,
INTELLECTUAL AND SOCIAL-
BEING. IT SHALL INCULCATE IN
THE YOUTH PATRIOTISM AND
NATIONALISM AND ENCOURAGE
THEIR INVOLVEMENT IN PUBLIC
AND CIVIC AFFAIRS.”
3. DepEd Order No.40, s. 2012 (CHILD PROTECTION POLICY)

ON ATTENDANCE

1. A student must be present in all his classes from


Monday to Friday.
NOTE:
(free-day every year level, must observed a home-study/activities must
continue at home)
MONDAY- GRADE 7 THURSDAY – GRADE 11
TUESDAY- GRADE 8 FRIDAY – GRADE 12
WEDENESDAY – GRADE 9 AND 10
2. An absentee must present an
excuse letter before, during or after
the absence.
(sikaping makilala ang adviser,siya ang inyong partner sa pag-aaral ng iyong anak)
3. Habitual absences may be
ground for disciplinary measure.
(adviser – try to home-visit)
(magulang – ipaalam agad ang importanteng dahilan)
(saying naman ng PERFECT ATTENDANCE AWARD)
(disciplinary measure – within the school, a community service)
4. Accumulation of 20% absences of the
total school days may be a ground for
not accepting the student back unless
with valid reason presented with
proofs.

(alalahanin ang benepisyong nakukuha ninyo sa 4Ps)


5. A student is considered late if
unable to attend the flag raising
ceremony at 7:15 a.m.
(lalo na tuwing-Lunes)
(first period in the a.m./p.m.)
6. Latecomers may be given 5-10 minutes
community service or the like as part of
disciplinary measure

(sa loob lamang ng paaralan, halimbawa: pagbubunot ng damo, paglinis ng


paligid, pagdidilig ng mga halaman,pagpupulot ng basura)

(first period 7:30a.m.to 4:00p.m.)


7. A student is considered to have cut classes
if he is known to be in the campus but did
not attend classes or asked permission to go
out but did not return to class within 15
minutes.

(adviser – check/record the attendance for security purposes)


ON SCHOOL UNIFORM
1. SHS – there is a prescribed uniform for Male (Blue Slacks
and White Polo Shirt) and Female (white blouse and blue
skirt/below the knee)
2. JHS – white polo shirt or t-shirt (male) and white t-shirt or
blouse (female)
slacks/pants should be worn appropriately

(bawal yung butas-butas, ginupit na pantalon)

ON HAIRCUT
1. Trim your hair properly/appropriately 2’ by 3’
(iwasan ang magkulay sa babae at lalaki)
(iwasan ang inukit at parang palong ng manok)

ON I.D.
1. Wear your old i.d., except the grade 7 and transferees
(kung nawala sikaping komunsulta sa adviser kung paano ka matutulungang
magkaroon ulit)

# A students observes the security


and safety measures instituted by
the school
Grounds for Intervention/Disciplinary Actions:
1. Violations to security and safety measures may include but
not limited to:
2. Non-observance of security and safety measures instituted
by the school;
3. Causing damage to or loss of property
4. Reckless or negligence behavior that endangers oneself or
others and
5. Other acts not included in the above but resulting in
physical injuries and or material damages.
DISCIPLINARY MEASURES

For MINOR OFFENSES = Simple violation of the school rules and


regulations which require simple disciplinary action
1. absenteeism
2. bringing visitors to school without following the proper
procedure for entry of visitors
3. cutting classes
4. disobedience to directives issued by teachers and other school
authorities
5. excessive teasing or taunting that degrades or humiliates
another persons
6. Littering
7. Leaving school without permission
8. Loitering or being in an area designated for authorized
personnel only
9. Tardiness
10. Unauthorized use of gadgets during class hours
(cellphones and other electronic devices)
DISCIPLINARY ACTION

1st Offense------ verbal correction/warning


2nd Offense -----teacher/counselor-student conference
3rd Offense-----teacher-parent conference
(Special tasks in the form of activities that are commensurate to the offense
committed may also be required)

NOTE: Commission of three (3) or more offenses whether same or different nature
as long as it belongs to minor offenses shall be considered as MAJOR OFFENSE
For MAJOR OFFENSES = Any act, that is willful disregard of
school rules and regulations that results to serious physical
and/or material injury.
1. Disrespect for authority and others.

2. Possession, use, and/or distribution of prohibited/controlled/dangerous


materials and substances as enumerated in the Annex of Republic Act No. 9165
otherwise known as the Comprehensive Dangerous Drugs Act of 2002.

3. Disruptive behavior during class hours or official activities inside and outside
the campus.

4. Failures to observe the established rules and regulations


5. Indecent or Lewd conduct
6. Any act that endangers life and/or disregards the safety of
oneself and/or others.
7. Any act that result to damage of property.
8. Any act that constitutes a crime or offense under
Philippine Law
9. Cheating
10. Bullying
11. Disobeying rules and regulations while riding the school
bus
12. Falsification of school I.D. or school pass

13. Fighting or Inciting another to fight

14. Gambling(first commission)

15. Possessing or consuming any alcoholic drink or beverage


while in school premises or outside the campus while on
official school activity
17. Possessing pornographic material (pictures, cellphones, magazines
etc.)

18. Using or possessing any type of tobacco product or paraphernalia


connected with use thereof

19. Using vulgar or profanity, racist or sexually inappropriate language to


abuse another scholar, faculty member or an employee of Juban NHS.

20. Any other circumstances of a similar nature and analogous to those


mentioned above
DISCIPLINARY ACTION

1st OFFENSE-------WRITTEN REPRIMAND


2ND OFFENSE------EXECUTION OF BEHAVIOR CONTRACT
3RD OFFENSE------SUSPENSION FOR ONE WEEK OR MORE DEPENDING ON THE
GRAVITY OGF THE OFFENSE
FOR VERY SERIOUS OFFENSE = any act that results to very
serious physical and /or material injury

1. Assaulting or assisting in the assault of school employee or


volunteer.
2. Committing theft or assisting in the perpetration thereof,
3. Committing extortion/blackmail against a fellow student.
4. Engaging in any form of voyeurism which includes the
posting of indecent or lewd photos or videos on the internet
5. Falsification of school documents other than I.D.
6. Gambling (second and successive commissions)
7. Membership in any group/organization/association that espouses violence
or any illegal or criminal activity.

8. Possessing or using, without school authority, any type of fireworks or


pyrotechnic device

9. Selling, possessing or being under the influence of any illegal or controlled


drugs or substances or possessing paraphernalia in connection with the use
thereof

10. Tampering of fire extinguisher, fire alarm and other emergency device

11. Committing, for the 4th time , an act or a combination of acts enumerated
major offenses or any other circumstances of similar nature and analogous to
those mentioned above.
DISCIPLINARY ACTION

(Any of the following shall be applied on the 1st Offense)


1. Preventive suspension
2. Withdrawal (advised to transfer out)
3. Additional sanctions may be implemented

2. MAJOR OFFENSES---Guidance Counselor/Principal/CPC
3. VERY SERIOUS OFFENSES-----Guidance
