Repeated SACCH for Reduced Call Drop Rate
New or Improved
CS (Voice) Services
Description

Background:
Robustness of the GSM TCH has been substantially increased by the
introduction of Adaptive Multi Rate (AMR)

Consequently the robustness of signaling channels FACCH and SACCH

(termed as ACCH) also has to be improved

Otherwise:
 Speech call will be dropped despite the fact that the call‘s quality would
be sufficient

Page 32 August 2006 COM MN APAC TS MR3/4
Repeated SACCH for Reduced Call Drop Rate
New or Improved
CS (Voice) Services
Description
Background:
2 step approach with Siemens:
 Step 1: Repeated FACCH and O&M for TOP – BR 9.0
– TOP (Temporary Overpower) improves the C/I on ACCH by
temporarily increasing the DL transmit power
– Makes signaling on FACCH during HO more robust
– Further Reduces call drop rate during HO

 Step 2: Repeated SACCH

– Make signaling on SACCH more robust

Page 33 August 2006 COM MN APAC TS MR3/4
Repeated SACCH for Reduced Call Drop Rate
New or Improved
CS (Voice) Services
Description
With:
BTS and MS exchange signaling messages (control information)
on the SACCH in UL and DL, e.g.
 Timing Advance
 Power Control (PC) Commands
 System Information
 Measurement Reports
In case of failed decoding: SACCH frame is sent twice with exactly
the same content to allow joint decoding
 In DL the requirement is indicated by the mobile
(e.g. to receive Power Control information)
 In UL the requirement is indicated by the BSS
(e.g. to get Measurement Reports)

CS (Voice) Services
Benefit

Increases the probability of successful SACCH signaling

Reduces the number of dropped calls (AMR and non-AMR calls)

Allows to increase the system’s capacity

Especially networks with tight reuse 1x1 or 1x3 will take benefit

Different Level Thresholds for RACCH
Access and HO Access
Utilization of
Network Resources
Description
Without:
Database parameter RACHBT (RACH Busy Threshold) can be set in a range
from 0..127, representing the real value range from -0dBm...-127dBm
At present, this threshold is applied for two different scenarios
 RACH access
If level is below the RACHBT => RACH access is regarded as invalid and discarded
 HO access
If signal is below this threshold, the HO access is ignored the MS returns to the original
channel
Currently a trade-off is necessary
 Low value of RACHBT
̶ avoids phantom RACHs in a suitable way
 High value of RACHBT
̶ ensures good figures in the handover failure rate
(in terms of 'return to the original channel')
