What is ICT policy

 The Information and Communications Technology and Security policy is a formal


statement of the rules and guidelines applied by the Municipality which must be adhered
to by people utilising and managing the ICT facilities.
 Oxford English Dictionary has defined “policy” as a course of action, adopted and
pursued by a government, party, ruler, statesman. It is any course of action adopted as
expedient or advantageous. Its personal definition of policy is a plan of action to guide
decisions and achieve outcomes.
New ICT Technologies

 Information technology-Information technology is building communications networks for a


company, safeguarding data and information, creating and administering databases, helping
employees troubleshoot problems with their computers or mobile devices, or doing a range of
other work to ensure the efficiency and security of business information systems.
 Telecommunications technologies-Telecommunication is communication at a distance by
technological means, particularly through electrical signals or electromagnetic waves.
Includes: radio, telephone, television, satellite, microwave, data communication, and computer
networking.
-Networking technologies- the best known of networking technologies is internet, but extended to
mobile phone technology, Voice Over Internet Protocols (VOIP) satellites communications and other
forms of communication.

 In our country, the Department of information of
Communication Technology (DICT) has formulated a roadmap
to guide all agencies in the utilization, regulation, and
enhancement of ICT.
Some Issues on ICT and Internet Policy
and Regulation

 Global Issues- global issue is any issue that adversely


affects the global community and environment, possibly in a
catastrophic way, including environmental issues, political
crisis, social issues and economic crisis. 
Issue No. 2: Privacy and Security.

 Privacy and Security are hot and complicated topics in the modern society
within which we live.Security ensures protection of data of parties in the eco
system from unauthorised access and privacy lets the information to be
computed and transmitted such that it seems unintelligible to any
unauthorised person.
 Privacy policies are an issue. Most commercial sites have a privacy policy.
When someone uses a site and clicks “ I agree” button, it is as if you have
turned over private information to any authority that may access.
Issue No. 1: Freedom of Expression and
Censorship

 Under international human rights conventions, all people are


guaranteed the right for free expression. However, with the
shift from communicating through letter, newspaper and
public meetings to electronic communications and on-line
networking, need to look these new means modifies the
understanding of freedom of expression and censorship.
Issue No.3: Surveillance and Data
Retention

 Theuse of electronic communications has enhanced the


development of indirect surveillance. In the indirect
surveillance, there is no direct contact between the agent
and the subject of surveillance but evidence of activities
can be traced.
Issue No.4: E-pollution from E-waste

 Large amount of e-waste is generated by ICT. These are in


particular, terminal equipment used for computing (PCs, laptop),
broadcasting (television and radio set), telephony (fixed and
mobile phone), and peripherals (fax machine printers and
scanner).
 If not controlled them, e-waste will tremendously affect climate
change, damage human lives, and overload the capacity of the
earth in carrying solid waste.
Implications to teaching and learning
(For the teachers and teaching)

1. Guide the teacher on what they should teach that relate to ICT.,
and how to teach it. Since ICT development comes so rapid and
fast., teachers might be overwhelmed by its rapid speed.
Temperance in its use is a caution that should be looked at.
2. Technology should never replace any human teacher. The tools
are support instructural materials for the teacher which are
available for use. The teacher should learn how to appropriately
use them.
3.There are rules and regulation that govern the use of
technology. Cautions should be observed to protect individual
privacy. As teachers, you must be aware that the use of
technology may jeopardize your privacy and security.
4. All the issues and many more shall be part of the teaching
content as each teacher will be encouraged to use technology
in teaching.
For the learners and learning

 The learners of the 21st Century are even more advanced than
some of the teachers. However, learners still need guidance on
how to use, regulate technology use. As there are positive and
negative effects of technology use, learners should know the
difference. Learners should not only know the benefits of
technology use, but they should know how they can be protected
from the hazards that technology brings their lives.
