• Unbalance Utilization is a RF condition which in one sector have multi band and have big gap utilization between band
• Unbalance utilization can impact to degraded user experience due to high capacity issue which should can be load shared to other band which still low utilization
• For balancing utilization to be more effective, for each band in one sector to have same coverage footprint
• Unbalance utilization could be occurred due to mismatch parameter, different coverage footprint, or different UE band support

After MLB is enabled, eNodeBs check the load status of cells, select

Execution Sequence Load Monitoring Using Ue Number
 The load of the serving cell is measured in every measurement
period (1s). If the load is higher than the threshold for triggering  Number of synchronized UEs in a cell (regardless of service types)
MLB for a period specified by Pdelay (5s), the MLB is triggered.  The MLB triggering basis is the number of synchronized UEs.

After enodeb select the target cell, enodeb will select which
kind of ue will be move to other cells, the criteria will be :
Maximum number of UEs to be transferred =
1. UE is in sync state

2. Enodeb can select the ue based on radio quality (only if

Ns denotes the number of UEs in the serving cell.
SnrBasedUeSelectionMode= Random SnrBasedUeSelectionMode= Best Delta_N denotes the number of UEs to be transferred to
achieve load equalization. If multiple target cells are available,

When there are overlapping neighboring cells, for which the
