Environmental policy into practice

Waste management
 National, regional and local
governments need integrated
waste management strategies
that comply with EU directives

We help in developing waste management plans at national,

regional & local level. We evaluate waste management
technologies, model waste flows, support policy
development & advise on special waste streams.
We inspect contaminated sites & provide remediation advice

Since 1999, we have advised on waste management in

Bosnia, Bulgaria, Czech Republic, Latvia, Poland & Romania
EU WM law: the compliance challenge

WASTE FRAMEWORK DIRECTIVE requirements

 Waste disposal must present no risk to water,
air, soil, plants, animals or countryside
 Uncontrolled disposal is prohibited
 Mandatory waste management plan, network of
disposal sites and permitting system
 Waste operators must be registered, licensed
and regularly inspected
EU WM law: the compliance challenge

Other directives
 Specific waste streams:
Batteries, ELV, packaging, hazardous materials, WEEE
 Incineration
 Hazardous Waste
 Landfills
 Detailed rules on contamination & minimising public
health risks
 Certain wastes prohibited (e.g. tyres)
 Site licensing & aftercare
Modernising WM service provision

 Adoption of integrated WM strategies, including

more recycling
 Construction of larger, regional, sanitary landfills
with recycling and energy recovery facilities to
help keep cost/tonne acceptable
 Modernisation of vehicles & equipment (e.g. to
include compactors)
 Organising collection & transport services
around regional (rather than local) facilities
UK Capabilities
 Policy Development
 National and Regional Planning
 Training and Capacity Building
 Planning, EIA Site Development
 Landfill Engineering
 Permitting and Regulation
 Residual Waste Treatment Technology Evaluation and
Procurement
 Collection Treatment and Disposal Service Procurement

Where would we like to add value?

Working with government to accelerate compliance:

 Integrated WM planning (national, regional, local)
 Monitoring & evaluation of progress
 Negotiating public-private partnerships
 Managing procurement (equipment, vehicles,
services)
 Building capacity to implement modern WM
strategies
 Specialist remediation advice
