DepEd Basic Education Enrollment Policy
DepEd Order No. 3, s. 2018

• The Department of Education (DepEd)


issues the Basic Education Enrollment
Policy for School Year 2018-2019 and the
subsequent school years thereafter, to
institutionalize an efficient enrollment
process in public and private schools, and
state/local universities and colleges
(SUCs/LUCs) offering basic education
nationwide.
• Learners who wish to enroll in
private schools and state and local
universities and colleges
(SUCs/LUCs) offering basic
education must submit the
minimum documentary
requirements stipulated in this
Policy, and satisfy other conditions
for admission that the institution
may require.
Basic Documentary Requirements

• Kinder – PSA Birth certificate


• Grade 1 – Kindergarten
Certificate of Completion and
PSA Birth Certificate
• Grade 7 – SF 9 (Grade 6)
• Grade 10 Completer – SF9

Scope of the Policy
• This Policy shall guide DepEd
offices and personnel involved in
enrollment in public and private
schools, SUCs/ LUCs offering
basic education, and ALS learning
centers. This will also provide
guidance to parents and learners
on the enrollment process and
the attendant requirements.
Early Enrollment Procedures

• Early registration of incoming


Kindergarten, Grades 1, 7, and 11
learners in public schools shall be
conducted from the last Saturday
of January to the last Friday of
February of each year. Incoming
Grades 2-6, Grades 8-10 and
Grade 12 are considered pre-
registered.

• a. Ensure all new entrants for
Kindergarten, Grades 1, 7, and 11
learners are registered; and
• b. Locate, identify and register
OSC and OSY in the community

State Colleges and Universities

• All new students are required to pass the


College Admission Test (CAT) to be eligible for
enrollment. Each degree program follows a
quota in terms of admitted students. The
university reserves the right to accept or
reject any applicant whose qualifications do
not meet the requirements of the program
s/he intends to pursue. If a new student is
deemed qualified in the degree program s/he
intends to pursue, s/he can begin enrolling
following the schedule provided by the
Registrar’s Office.

• Learners who lack documentary
requirements may be admitted as
“temporary enrolled students”
• Provision of schools various options
for implementing a modified
regular enrollment process that
adheres to the guidelines set by the
Inter-Agency Task Force on
Infectious Diseases (IATF-EID).
Issues and Concerns
• The DepEd through the Learner
Information System, set a deadline of
enrolment for the department will be
needing the data in determining the
modality to be used by every
schools.
• Use of Learner enrollment and Survey
Form (LESF) to register learners for
the school year and gather
information on household capacity to
facilitate the administration of
various learning modes.
Issues and Concerns
• Education Secretary reported
that 85.07% of target learners
have enrolled for the incoming
school year which opens on
October 5.

• In a virtual press briefing,
Secretary Briones said
23,643,113 learners have
enrolled in private and public
schools nationwide out of the
targeted 27,770,263 learners
who enrolled in the previous
academic year.
MANAGING
COURSES
The numeric grading system will
be retained for the coming school
year, the Department of
education said, as most student
would be learning from their
homes as face-to-face classes
remain suspended due to COVID-
19 pandemic.
• According to Undersecretary
Diosdado san Antonio, shifting
to a new grading system would
mean additional work for
teachers, which the
department did not want to
impose.

• San Antonio said it would be
difficult for colleges and
universities to decide on
scholarships in the absence of
a numerical grade. San
Antonio also said that the
department was set to issue
guidelines for classroom
assessment.
• The Department is now
in the process of
modifying the criteria,
but numerical ratings will
be used, San Antonio
added.
• DepEd issued the
clarification in response to a
proposal by the Alliance
of ,Concerned Teachers,
which pushed for a more
“humane’ and ‘flexible”
grading system through a
“pass or fail mechanism”.
• Another issue in the
grading system is the class
performance usually
measured through reports,
group presentations, and
participation during
discussions, which are not
applicable to distance
learning.
Classroom Management
• To manage their classes most schools
use different online platforms such as
Google Classroom, Canvas, Zoom,
Google meet and others.
• Weekly Home Learning Plan (WHLP)-
it is based on the actual implemented
class program. And shall be prepared
by the classroom teachers and to be
checked by the adviser and approved
by school Principal.

• Flexible learning is a
pedagogical approach allowing
flexibility of time, place and
audience including, but not
solely focused on the used of
technology.
• It involves the use of
digital and non-digital
technology and covers
both face-to-face or in-
person learning, out-of
classroom modes of
delivery or a combination
of modes of delivery.

IPCRF
• The Individual Performance
Commitment and Review
Form IPCRF is an assessment
tool for government employees’
to rate the task a teacher
accomplished for a year. So as
you know a teacher focus mainly
on Basic Education Service as his
or her major final output. 
• The IPCRF is a general plan of
task that serves as a guide to
educators to be written before
the start of classes and be
implemented during the school
year and to be rated at the end
of the school year. And the
objectives are actually the
duties and the responsibilities
the teacher must do.
