THE NEED FOR SUBSTATIONS REFITTING

 Technological development of primary and auxiliary
equipmet using state-of-the-art technology
 Exceeded operational life and current condition of the
equipment
 Necessity of increasing the computerised degree of
operation, maintenance, supervision of technological
electrical systems

REFITTING METHODS APPLIED (technical matters)

Principles
1. Reconsidering the single line diagrams of the
substations in terms of :
 structural changes occurring in the related industrial
environment
 interconnection priorities to UCTE’s power systems
 reliability of the new equipment (allowing the
simplification of the connections diagram)

REFITTING METHODS APPLIED (technical matters)

Principles
2. Replacing the primary and control-protection equipment
at de-centralised level
3. Reconsidering the substation control concept at the
21st century’s technological level for the so-called ‘next
generation control’
4. Remaking the auxiliary services systems in agreement
with the new requirements from the norms and to a
performance level

CRITERIA FOR SUBSTATION REFITTING HIERARCHY –

BASE OF RELIABILITY & IMPORTANCE METHOD

• The physical wear and the obsolescence of the technological electric

installations that determine their technical condition
• The importance of the substations for the safe operation of the NPS
• The electricity transmitted yearly through the substations
• The economic-financial criteria
• Synchronous and asynchronous interconnection to the neighbouring
electric power systems

CONCLUSIONS
The realistic approach to the refitting projects of the substations in the ETG
is based on a stable and modern strategy that:
• is conceptually structured in technical terms by means of advanced
equipping solutions and the control of the electrical technological
process at current world level
• is based on multi-criteria methods determining the sequence of
refitting projects start up
• uses the global solution of “turnkey project”
• provides an efficient project management carried on by the Project
managers
• monitors the project development at different competence levels
using a specialized software
• uses experience gained by already refitted substations in Romania
