Basics for reviewing Vendor’s QAP

While reviewing the Vendor’s QAP , there are some important aspects which need to be covered.
Follwoing are the important aspects :

1) APPROVED MAKE :Check the vendor, who is propsoing QAP are in AIL approved Make list, if not
so, then is there any special approval given to such vendor thru authority.

2) AIL QAP :Check the avaiability of AIL Standard QAP for same item.

3) DOCUMENTS : Prior to comment any QAP , Pl make sure avaiability of GAD, Data Sheet, and any
applciable technical specs/ design specs.

4) RAW MATERIAL TC : For RAW Material check, Pl ensure vendor is proposing the Chemical and
Mechanical test report. The Report shall be of Lab Test reports 3.1 certificate.

5) QAP STRUCTURE : All QAPs shall have bare minimum items like : Refrence documents,
Acceptance documents, Sample Qty, Format of records, type of characterics checks and
inspection agency role.

6) CODES & CoC : For RAW Materical TC, Pl ask vendor to be specific on Ref & Accep codes, Like
AMSE/ASTM.
Do not accept Certificate of confirmity (CoC).
7) INTER-STAGE INSPECTION : If there is any inter stage inspection like, hydro test, pnumatic test,
helium test before assembly , then check wrt AIL standard QAP or on the basis of criticality , whether
inspection at inter mediate stage to be attended or not. If not, then vendor shall share all the test reports
to Inspector of intermediate stage test during final stage factory inspection

8) FINAL STAGE INSPECTION : Final Stage inspections are impotant part to be witnessed by inspector
a) Functional Check : For any item, which applicability is to act/perform, then its functional check wrt to
data sheet and drawing to be witness. Minimum Per Model or 100% if item is critical.
b) Performance Check : Any rotary equipment like Pump, Turbine, Compressor etc to be witness, then
there Important performance parameter wrt to Data sheet, drawing and design criteria to be check.
c) Calibration Check : For any measuring instrument/process instruments, there 5 point calibration to be
witness. For any critical items like Flow meter their Lineriaty, Repeatability, Uncertainity, Accuracy
calculation/ Plots to be submitted by vendor.
d) Hydro test & Pneumatic Test : For all Pipes, valves, flanges, Spools, or any tem whose integrity need
to be checked and leak to be tested. Check the Ref. and Acc. criteria. Ask vendor to mention ASME or
any applicable codes.
e) Type Test Certifcate : Check wrt AIL standard QAP and thru data sheet, any applcable Type test
certifciate is required. Be Sure, the agency like, PESO, ATEX, BIS, PTB, BASEEFA etc are mentioned. And
Exd,Exe, IP XX as per data sheet is mentioned.
f) Routine Test : Routine test are bare minimum test as per IEC ,IS, NEC etc to be conducted for all qty
items, like transformer, panels, cables, etc.

g) Routine Test, Type Test, Acceptance Test :

Routine test : willl be carried out by vendor for all its items, vendor will submit the reports for review.
Type Test : Some specifc test which vendor is having sample test conducted at Givt./Renowned labs
and certficates are endorsed by accrediated authorities. vendor will submit the reports for review.
Acceptance Test : Vendor will offer sampe items inspection per model for witness during final
isnpection.

VENDOR’S TRAP to save their time and Cost :

1) CoC related :Instead of MTCs and Proper test reprots, vendor offers CoC (certificate of conformity) in
their letter head. Do not accept it. Untill unless for special agreed case.

2) Codes related :Vendor try to avoid ASME/ASTM/IS/NEC/IEC codes in their ref and accep columns.
Comment on ther QAP to mention such codes.

3) Sample Qty Related : Vendor try to minimize the sample Qty. For any items’ sample Qty. Pl refer AIL
procedure for selecting sample qty. for witness or test.
4) Witness Related : Vendor smartly mention most of the stage inspection as Review “R” for customer.
Pl check wrt AIL standard QAP, if Witness is desired the comment as witness. or if the item is critical
and witess to be done then also ask to offer as witness.
