• Common property systems do not always lead to tragic outcomes.
• Likewise, private property and public property, which are often proposed
as solutions to the tragedy of the commons, can generate tragedies of
their own that are equally severe and worrisome as the tragedy of the
commons.
• This leaves public ownership supplemented with the idea of public trust
as an option for managing human-environment relations in a sustainable
manner.
• None of them is purely dichotomous in the sense that each occurs in its
pure or most severe form or does not occur at all.
