Partial and Affiliate

Membership

PARTIAL MEMBERS
The membership granted to states that become full members of certain
organ(s), while they are not full members of the organization.
Frequently used in UN and regional organization.
Switzerland became a member of Economic Commission for Europe
(ECE) in 1971, before admitted to UN in 2002
In July 1977, the PLO became a member of the Economic Commission
for Western Asia.
Partial Membership
Article 12(c) of OECD constitution permits the organization to invite non-
member governments or organizations to participate in its activities.
Australia participated in OECD’s Development Assistance Committee
before it became a member of OECD in 1971.
New Zealand participated in OECD’s Committee for Agriculture before it
became a member in 1973.
Special Form of Partial Membership
• International Energy Agency (IEA) was created as an organization of oil
importing state, Norway as an exporter clearly could never participate
fully. However, being intimately involved in European energy policies, it
was agreed that Norway would have all the rights and obligations of a full
members under four chapters of constitution of IEA, while not being
bound by cooperation provisions of other chapters
AFFILIATE MEMBERS
 Affiliate members are open to international bodies, both governmental
and non-governmental, concerned with specialized interest in tourism as
well as to commercial bodies and associations whose activities are related
to the aims of the organization.
 Special category of membership, found in UNWTO
Affiliate Membership

The affiliate members of UNWTO are including airlines, travel agencies, destination
promotion agencies, hotel groups, university.
Affiliate members are represented in Committee of Affiliate Members, which may
designate three observers to the general congress of the organization, however, they
may also participate as individual members in the activities of WTO.
Every two years, the AMs elect 12 regional members, and 8 members of the Board
of Affiliate Member while 3 others are designated by Secretary General.
Affiliate Members
 A representative of the Committee of Affiliate Members may participate
in the work of the Council without the right to vote.
 In 1992, there are about 273 AMs participated in WTO, while today there
are over 500 Affiliate Members representing the private sector,
educational institutions, tourism associations and local tourism authorities.
 An Affiliate Member may withdraw from the Organization on the expiry
of one year's notice in writing to the Secretary-General.
