Based on a study conducted by UNICEF
entitled “BCPCs that Work” in 2000
and consultation meetings with
some Sangguniang Barangays in
determining what went wrong in
making the BCPCs functional, the
following were pointed out:
REASONS WHY BCPCs DO NOT FUNCTION
The mandated
chairperson
of the BCPC is the
Barangay Captain who
is also the chairperson of all
other mandated
councils and committees
in the barangay
Trainings provided to the Term of office of the
Barangays in terms of barangay officials

•Actual process on how it shall be on the BCPC is needed
Operationalized and its connection because there will be new
with the over-all governance set of Officials who
system in the barangay are not familiar
is not given. with the BCPC.
REASONS WHY BCPCs DO NOT FUNCTION
There is limited
participation
of NGOs and POs and Interfaith
groups working with and for
children in the barangays.
The difference between a
council and primary
organization is not
well-understood
There is no quality There is need for
of children’s the integration of
participation yet in the the Community Organization
BCPCs because the children are process in BCPC organizing:
still seen only as beneficiaries and from social preparation to
recipients of the programs of the self-reliance integrated
BCPC not as a resource with capacity
to be tapped building program.
