A 10% sugar solution by mass simply


means that there are 10 grams of

percent without specification as
%m/m, %V/V, or %m/V, it is
assumed to be percent by mass
(%m/m).
To express the concentration
of a very dilute solutions, like
those encountered in pollution,
parts per million (ppm) is used.
