LEGAL BASIS OF THE BBL

SECTION 15. There shall be created autonomous regions in Muslim Mindanao and in the Cordilleras consisting of
provinces, cities, municipalities, and geographical areas sharing common and distinctive historical and cultural heritage,
economic and social structures, and other relevant characteristics within the framework of this Constitution and the
national sovereignty as well as territorial integrity of the Republic of the Philippines.
SECTION 18. The Congress shall enact an organic act for each autonomous region with the assistance and participation of
the regional consultative commission composed of representatives appointed by the President from a list of nominees from
multisectoral bodies. The organic act shall define the basic structure of government for the region consisting of the
executive department and legislative assembly, both of which shall be elective and representative of the constituent
political units. The organic acts shall likewise provide for special courts with personal, family, and property law jurisdiction
consistent with the provisions of this Constitution and national laws.
The creation of the autonomous region shall be effective when approved by majority of the votes cast by the constituent units
in a plebiscite called for the purpose, provided that only provinces, cities, and geographic areas voting favorably in such
plebiscite shall be included in the autonomous region.

correction of historical injustices and the
opportunity for a genuine and meaningful
autonomy and self-governance.

taxes from the national government, revenues
and natural presources for sufficient funding of
our development needs and adequate delivery
of basic services like health, education, social
services.

Rehabilitation and development of conflict


affected areas and transformation of
communities devastated by war to a stable
and peaceful life.
IV.

Parliamentary Form of Government that will


allow genuine participation of principled
Political Parties and greater political
autonomy.
V.

Strengthening of institutions like Shariah


Justice System, Islamic Banking, Madrasa, and
strengthening the recognition and protection of
Indigenous People's Rights, Human Rights,
Women's participation, Youth, Ulama and
Traditional leaders
SALIENT FEATURES OF THE BOL

PRINCIPLES OF PARITY OF ESTEEM AND ACCEPTED NORMS OF


GOOD GOVERNANCE with regard to the proposed relationship between
the Central Government and the Bangsamoro Government. This is
exemplified in the provisions outlining the reserved powers of the Central
Government, concurrent powers shared by the Central Government and the
Bangsamoro Government, and the exclusive powers granted to the
Bangsamoro Government.

A MORE INCLUSIVE AND REPRESENTATIVE BANGSAMORO


PARLIAMENT as provided under Article VII of the draft BBL which is
composed of representatives selected through a system of proportional
representation (50%), those elected under the traditional district elections (40%),
and those selected to serve the reserved seats to represent the marginalized
sectors including the Lumads, non-Moro minorities, and women (10%). This
structure, unlike the present set-up, makes political power more accessible to the
Bangsamoro People especially those who do not have the traditional resources
needed to yield political and economic power.
 
SALIENT FEATURES OF THE BOL

AN EXPANDED BANGSAMORO TERRITORY which seeks to include the


cities of Cotabato and Isabela as part of the Core Territory, as well as several
municipalities and barangays that voted for their inclusion in the then
proposed expanded ARMM including the Municipalities of Baloi, Munai,
Nunungan, Pantar, Tagoloan and Tangkal in the province of Lanao del Norte
and certain barangays in the Municipalities of Kabacan, Carmen, Aleosan,
Pigcawayan, Pikit, and Midsayap. It also provides a mechanism through
which other contiguous areas may, by a petition, be included in the possible
plebiscite for the draft BBL. Relevantly, inland waters and Bangsamoro
Waters are also defined in the said draft giving the Bangsamoro Government
more autonomy in utilizing its resources within the parameters of the 1987
Philippine Constitution.

PRO-BANGSAMORO ECONOMIC PROVISIONS


There is a provision allowing the Bangsamoro Government to enter
into economic agreements under Section I, Article V thereof in
relation to Section 27, Article XII of the same, as well as provisions
that pertain to resource and income sharing that are more favorable to
the Bangsamoro Government and are essential for the Bangsamoro’s
more inclusive growth and development considering the need for the
region to catch up with the other regions in terms of economy.
ON THE SUPPOSED CREATION OF A
SEPARATE STATE

The 1933 Montevideo Convention provides that in order for an entity be


considered a state, it must have the following:
(1) a definite territory;
(2) population;
(3) government; and
(4) sovereignty

1. GET INVOLVED. The ratification of the BOL will affect every Filipino, and not just those
within the proposed territory.
2. RAISE AWARENESS. You can meme your way out about the BOL, but you have to ensure
that your posts contain verified information. Note that not everything you read on facebook
and in all other social media sites are true or accurate.
3. TALK TO YOUR FAMILY, FRIENDS, AND NEIGHBORS. Whatever your stance is
after a thorough study of the BOL, make sure to talk to people about the BOL and let them
know what you think and what you know about it.
