Project Proposal Making

General Objective:
• To provide skills and knowledge in developing a more gender responsive project
proposal using Harmonized Gender and Development Guidelines (HGDG).
Specific Objectives:
• To prepare participants in exploring the intricacies in preparing a gender-
responsive project proposal.
• To capacitate participants in making a simple and easy-to-do gender-responsive
project proposal for those tasked to craft projects and activities of different
DSWD offices.
• To develop awareness on the importance of crafting gender-inclined projects
and activities.

• Participants will present sample of their outputs for critiquing and
polishing

Why the HGDG?
• The HGDG is based on a strategy that
considers gender equality as a crosscutting
theme to be “integrated” or “incorporated”
in various aspects of the agency’s operations,
policies, programs, and projects.

Ten Core Elements of a Gender-
Responsive Project or Program
1. Participation of women and men in the identification of the
development problem;
2. Collection and use of sex-disaggregated data in the analysis of the
development;
3. Conduct of gender analysis to identify the gender issues that the
proposed project must address;
4. Goals, objectives, outcomes, and outputs that include GAD
statements that will address the gender issues in (3);
5. Activities that respond to the identified gender issues, including
constraints to women’s participation;

6. Conduct of gender analysis of the planned project to anticipate
gender-related issues arising from the implementation of the designed
project;
7. Monitoring indicators and targets which include the reduction of
gender gaps or improvement of women’s participation;
8. Project monitoring and evaluation system that includes a sex-
disaggregated database;
9. Resources and budgets for the activities in (5) and;
10.Planned coordination Agency/LGU plans.

Problem
• Is the gender dimension of the problem statement
articulated clearly?
• Is the problem statement supported by quantitative
data ?

Example, are the number and proportion of women ,


men, children or other marginalized sectors affected by
the problem quantified?

• Has the project addressed barriers to women’s participation
in the project, through any or of the following :
(a) instituting measures to reduce women’s domestic and
livelihood workload;
(b) ensuring monetary and other forms of recognition of
women’s participation;
(c) providing women, at their request, supportive mediation
with unsympathetic spouses; and other similar measures?

• Are the various aspects of the project – for example,
physical design, location and accessibility, security and
safety, etc. – sensitive to the sex and gender needs of
women and men?
• Will the project make available to women the same
training and capacity-building opportunities that will be
available for men?
• Does the project timetable consider the schedule of
women and men particularly their busy periods?

Useful ways for writing gender into proposals

• try to add a gender component throughout the proposal, not merely


a section
• We also have to use a language which is sensitive to gender.
Language is often patriarchal and therefore carries and reflects gender biases
and
Gender-fair language minimizes unnecessary concern about gender in your
subject matter, allowing us to focus on what people do rather than on which
sex they happen to be. inequalities.
