Basis for promotion

Time in Grade
• Time-In-grade and Experience – is a requirement for a specified amount of time
that a uniformed personnel must spend in a grade before they are eligible for
promotion.
• Police Corporal (PCpl)  – from four years to two years as Patrolman
• Police Staff Sergeant (PSSg) – from three years to two years as PCpl
• Police Master Sergeant (PMSg) – three years as PSSg
• Police Senior Master Sergeant (PSMS) – from three years to two years as PMSg 
• Police Chief Master Sergeant (PCMS) – from three years to two years as PSMS 
• Police Executive Master Sergeant (PEMS – from three years to two years as PEMS
•  Police Lieutenant (PLT) –three years as PEMS
• Police Captain (PCPT) – from four years to three years as PLT 
• Police Major (PMAJ) -from five years to three years as PCPT
• Police Lieutenant Colonel (PLTCOL) – from five years to three years as PMAJ
• Police Colonel (PCOL) – three years as PLTCOL
• Police Brigadier General (PBGEN) – two years as PCOL
The time-in grade for the ranks of PMGEN, PLTGEN and PGEN is not required because
the President, upon the recommendation of the NAPOLCOM, has the prerogative to
promote them at any given time
ELIGIBILITY
• Bar/Board Eligibility (R.A. 1080) provides that those who passed the Bar
Examinations and the Board Examinations are automatically considered as civil
service eligibles.
• 6506 - AN ACT CREATING THE BOARD OF EXAMINERS FOR CRIMINOLOGISTS IN THE
PHILIPPINES AND FOR OTHER PURPOSES.

MANDATORY SCHOOLING
• Mandatory Schooling – is a requirement for promotion of PNP uniformed personnel
for their professional growth and career advancement such as PSJLC, PSSLC, PSOCC,
PSOBC, PSOAC, PSOSEC etc.
• PSBRC - PUBLIC SAFETY BASIC RECRUIT COURSE
Designed to equip the PNP recruits with the knowledge, skills, proper attitudes and
discipline required in the performance of their duties and responsibilities as public
safety officers
• PSJLC - PUBLIC SAFETY JUNIOR LEADERSHIP COURSE
Graduate of Public Safety Basic Recruit Course (PSBRC)
At least Police Staff Sergeant in permanent status with at least 2 yrs time-in-grade
6 months (24 weeks) + 6 months (24 weeks) Field Training Program (FTP)
• PSSLC - PUBLIC SAFETY SENIOR LEADERSHIP COURSE
Graduate of Public Safety Junior Leadership Course or any equivalent course
At least Police Staff Sergeant in permanent status
 3 1/2 months (14 weeks)
• PSOCC - PUBLIC SAFETY OFFICERS CANDIDATE COURSE
Graduate of PSSLC or any equivalent course
At least Police Executive Master Sergeant with at least 3 years time-in-grade
3 1/2 months (14 weeks)
• PSOBC - PUBLIC SAFETY OFFICERS BASIC COURSE(LATERAL)
 This course is designed for police officers with highly technical qualifications like lawyers,
physician, nurses, pilots, priests and the like.
1 YEAR DURATION
• PSOBC - PUBLIC SAFETY OFFICERS BASIC COURSE
Atleast Police Lieutenant rank
Atleast 3 year time-in-grade
3-4 months (14 weeks) 
Recommendation from office/unit head
• PSOAC - PUBLIC SAFETY OFFICERS ADVANCE COURSE
At least Police Captain in rank
At least 3 years time-in-grade
3-4 months (14 weeks) 
Graduate of PSOBC
Recommendation from office/unit head
• PSOSEC - PUBLIC SAFETY OFFICERS SENIOR EXECUTIVE COURSE
Atleast Police Lieutenant Colonel in rank in permanent position
Atleast 3 years Time-in-Grade (TIG)
Graduate of PSOAC or its equivalent
8 months (36 weeks)

Section 38(a) of Republic Act No. 6975

“SEC. 38. Promotions. – (a) A uniformed member of the PNP shall not be eligible for
promotion to a higher position or rank unless he or she has successfully passed the
corresponding promotional examination given by the Commission, or the Bar, or the
corresponding board examinations for technical services and other professions, has
satisfactorily completed the appropriate and accredited course in the PNPA or equivalent
training institutions, and has satisfactorily passed the required psychiatric/psychological and
drug tests. In addition, the institution of a criminal action or complaint against a police
officer shall not be a bar to promotion: Provided, however, That upon finding of probable
cause, notwithstanding any challenge that may be raised against that finding thereafter, the
concerned police officer shall be ineligible for promotion: Provided, further, That if the case
remains unresolved after two (2) years from the aforementioned determination of probable
cause, he or she shall be considered for promotion. In the event he or she is held guilty of the
crime by final judgment, said promotion shall be recalled without prejudice to the imposition
of the appropriate penalties under applicable laws, rules and
regulations: Provided, furthermore, That if the complaint filed against the police officer is for
a crime including, but not limited to, a violation of human rights, punishable by reclusion
perpetua or life imprisonment, and the court has determined that the evidence of guilt is
strong, said police officer shall be completely ineligible for promotion during the pendency of
the said criminal case.
