“Disability results from the interaction between persons with impairments
and attitudinal and environmental barriers that hinder their full and effective
participation in society on an equal basis with others”. – UNCRPD-

Disability is an umbrella term to explain difficulties in 3 areas of human functions:


1.Impairment
2.Activity limitation
3.Participation

How to identify?
1. Do you have difficulty seeing, even if wearing glasses?
2. Do you have difficulty hearing, even if using a hearing aid?
3. Do you have difficulty walking or climbing steps?
4. Do you have difficulty remembering or concentrating?
5. Do you have difficulty (with self-care such as) washing all over or
dressing?
6. Using your usual (customary) language, do you have difficulty
communicating, for example understanding or being understood?
7. Note: Above assume no use of assistive devices unless stated.

Things to know:
• 15-20% world population are persons with disabilities (WHO, 2011)

• 650 million persons with disabilities in Asia-Pacific (UNESCAP, 2012)

• 78% persons with disability have not engaged in any DRR activities in
Indonesia (ASB, 2014)

• UN Convention on the Rights of Persons with Disabilities: Article 11

• Incheon Strategy to ‘Make the Right Real’, Asia-Pacific: Goal 7


Tips and etiquette:
1. Language is important- it should be dignified.
2. When addressing a person with disabilities speak directly to that person
i.e. not the carer or sign interpreter.
3. Don’t touch someone’s assistive device (e.g. wheelchair, cane) without
permission. It’s part of that person’s personal space.
4. Training and workshop spaces: Choose accessible venues and include a
short safety (e.g. fire, earthquake) brief at the beginning of your session.
5. Evacuation 1: Never separate a person from their assistive device.
6. Evacuation 2: Take care moving people with a physical disability.

Apa dan Siapa DPO ?

• DPO atau biasa juga disebut sebagai OPD adalah merupakan


Organisasi Penyandang Disabilitas
• Merupakan organisasi atau lembaga yang berbasiskan
anggota ataupun isu disabilitas
• Merupakan organisasi ditingkat lokal atau nasional
• Area atau fokus kerja bergantung pada konsen dari masing-
masing organisasi : pengembangan ekonomi, kesehatan,
pendidikan, PRB dsb
Beberapa Organisasi Penyandang
Disabilitas
• PPDI = Persatuan Penyandang Disabilitas Indonesia
(PPDI) memiliki pusat di Jakarta dan memiliki cabang di
semua Provinsi namun perlu dikaji lagi keaktifannya.
• HWDI = Himpunan Wanita Disabilitas Indonesia,
organisasi memiliki pusat di Jakarta dan memiliki
cabang di semua Provinsi namun perlu dikaji lagi
keaktifannya.
• GERKATIN = Gerakan untuk Kesejahteraan Tunarungu
Indonesia khusus untuk tunarungu
• Pertuni = Persatuan Tunanetra Indonesia khusus
organisasi tunanetra
• LSM (CSOs) yang memiliki fokus pada isu disabilitas:
SAPDA, SIGAB, Yayasan Senang Hati
• Contoh di Jawa Tengah ada PPDI Jawa Tengah, Pertuni
Jawa Tengah. Ada juga organisasi di lembaga Sehati
yang bekerja di Kabupaten Boyolali.
• Untuk di tiap-tiap Provinsi setidaknya pasti ada PPDI
dan HWDI.
Peran DPO dalam isu disabilitas
• Advokasi pemenuhan dan perlindungan hak
penyandang disabilitas
• Di level daerah, nasional dan internasional
• Berbasis pada UNCRPD
