NATIONAL TALK

NDT FOR CONCRETE STRUCTURE INSPECTION

Dr Mohd Noorul Ikhsan Mohamed

20 DECEMBER 2018
COLOMBO, SRI LANKA
Introduction
Significant buildings
Concrete Jungle
Why Concrete
• Relatively cheap
• Relatively light weight
• Easy to cast and shaped
• Strong and durable
• Water proof
2013
Taiwan, Feb 2018

17 died, natural disaster + design failure

Sampoong Department Store,
South Korea

killing 502 people and injuring 937

Construction didn't follow the design
Thailand, 160 dead
Italy, 1999

67 dead
Cause by poor workmanship and
materials of the original build
Bangladesh, 2013

- 1100+ dead, 2500+ injured

- deadliest structural failure accident in modern human history
- deadliest garment-factory accident in history
1993
2017
The causes

නරක අමුද්රව්ය
Time factor

Iconic building - >60 years old

NDT for Concrete Inspection
Partly destructive
New Equipment
NDT for concrete structure inspection

• During construction
• Structure commissioning
• In-service inspection
• Periodic inspection
• Concrete structure problem
• Concrete repair and modification
• Natural disaster
PROCEDURE OF CIVIL STRUCTURE
INSPECTION
Inspection procedure
• There are generally three level of inspections related to structural
engineering

• Get the information and baseline data.

• Detailed record of all observations should be made as the
inspection proceeds. Drawings can be marked, colored or shaded
to indicate the local severity of each deterioration.
Is it important?
Competition
Problem in Implementing
• Lack of expertise
• Lack of equipment
• Lack of awareness
• Lack of operator/ personnel
• No local standards
Main Reason
No parties bare the cost!

Because there is no regulation

and law for it!
The Need for Regulation
• How could we regulate?
Any Regulation
Other Countries
In Malaysia
• Construction Industry Development Board (CIDB)
• Malaysian Public Works Department (JKR) – Ministry of Work
• Department Of Occupational Safety And Health (DOSH)
• Master Builders Association Malaysia
• Malaysian Nuclear Agency
• Universities
Asia Pacific
• IAEA
• APCNDT
• ICNDT
• JSNDI
• MSNT
• NCNDT

• ISO
• EN
Way Forward
Put these things together
• Standards You have to be strict,
• Guideline
• Policy
About policing building.
• Law
• Enforcement The law says you must
• Stake holders test. It's the enforcement
• Experts
of the law which is the
• Inspectors
• Certification
problem
• Training center
Expertise
• Start to do it
• Inspection
• Samples (heat,
moisture, time)
• Equipment
• Engage local
company/ expert
Conclusion
• There are many physical reasons a building
can collapse but only one driving motivation
for that to happen, that's money.

• And this is the real reason buildings collapse -

corruption.
